Fundamentally new approaches to public management in international and legal aspect which are highlighted in scientific researchers have been defined in the article. Importance of every catalyst-reasons offered by the researches, amendments in fundamentals of public management as affected by the international law have been analyzed. Scientific researches, in the context of innovations in the sphere of public management with due regard for international and legal aspects, have been analyzed. Classification of reforms based on the principle of readiness of the Ukrainian management system for the amendments offered by the scientists has been carried out. The conclusion is made that the Ukrainian state should implement new management standards more efficiently, and it refers not only to modernization of the political sphere but also to the balanced development of administrative, economic, social, spiritual spheres of social life. It is determined that today the scientific aspects of the supranational dimension in modern social management have remained beyond the attention of the scientists. Due to the study of the peculiarities of the European experience in the organization of democratic state governance and the systemic characteristics of the development of integration processes, the following directions of improvement of public administration as part of the process of building a democratic society in Ukraine are identified: 1) strengthening of the influence of the European administrative space on the system of public administration in Ukraine; 2) optimization of public administration in accordance with criteria of EU membership, humanization and systematization of public administration. It is these directions that can serve as the subject of individual scientific studies, taking into account the adaptation of foreign experience to national conditions. It is substantiated that in the present moment in Ukraine the main possibility of mutual exchange of experience in the field of public administration is carried out with the help of international cooperation. Therefore, it is precisely on the basis of the analysis of both foreign and domestic scientific research that it is possible to develop, design, and identify the main stages of the development of public administration in Ukraine, taking into account the main and important international legal norms, traditions and principles.

The article systematizes the problems of development of the national model of public administration. The analysis made it possible to identify six clusters of public administration problems, in particular: first, the lack of legal regulation of the concept of "public administration" as a single system of public administration and local government, as well as government, state and municipal enterprises organizations; secondly, the lack of systematic reform and development of public administration; third, the lack of an effective public service body that is not regulated as an institution. It is the public service that is the basis for effective reforms of the public administration system; fourth, the lack of a systematic, comprehensive mechanism for the introduction of decentralization in Ukraine; fifth, the fragmentary nature of public administration reform, which is associated with constant changes in the country's political course; sixth, the lack of succession and consistency in the implementation of reforms in the public administration system. This negatively affects the reforms, which have not been fully implemented, as these are problems in ensuring the development of a particular industry in this area.
У статті обґрунтовано, що громадянське суспільство – це організація стійкого порядку, підтримуваного як (і стільки) силою державного примусу, а й самодіяльними зусиллями самих громадян – його членів. Громадянське суспільство відрізняється високим ступенем самоорганізації, йому не потрібно систематичні дії державних органів. Правова держава можлива лише під контролем громадянського суспільства, оскільки держава фінансується за кошти платників податків – мешканців країни. Автором проаналізована проблема формування ефективної взаємодії влади та громадськості як основа формування результативної системи публічного управління. До основних форм взаємодії влади громадськості слід віднести, зокрема: громадські ради; громадські слухання; громадські ініціативи; консультації; круглі столи; опитування громадської думки; організація громади; соціальний моніторинг; створення коаліцій та ін. Обґрунтовано, що нехтування громадською думкою, не використання дієвих механізмів ефективного залучення суб’єктів господарювання інших зацікавлених осіб до вироблення державних та місцевих рішень ведуть до неефективного використання державних та місцевих ресурсів. Обґрунтовано, що в країнах Центральної Європи була інституалізована практика формування допоміжних органів самоврядування, які створюються у підпорядкованих територіальних одиницях єдиних територіальних громад (населених пунктах, сільських округах, районах); органів територіального громадського самоврядування; громадянських ініціатив, які вирішують локальні проблеми, пов’язані, в першу чергу, з захистом території від будівництва небажаних виробничих та інфраструктурних об’єктів, благоустроєм громад, дозвіллям населення, підвищенням інвестиційного іміджу спільнот, їх «відродженням», боротьбою із бідністю.
