The assessment of the state of the innovation sphere of Poland in relation to the world level shows that Poland has educational and scientific potential allowing to produce scientific ideas and developments but the level of their commercialization remains low. As a result, Poland lags in terms of such criteria for the development of innovation sphere as labor productivity and financial support for innovation activities. The methodological basis of the study is the theory of fuzzy sets and the matrix approach — in modeling the selection of strategies to stimulate innovative development of industrial enterprises. The construction of a matrix of strategies is based on the diagnosis of the total potential of industrial enterprises and the level of its implementation in the innovation sphere. Modeling of the selection of innovation development strategy for industrial entities based on the use of fuzzy set theory in assessing the level of investment attractiveness and innovation potential of enterprises is carried out. Based on the proposed methodological approach, the strategic directions of innovative development of three Polish industrial enterprises are substantiated.
The purpose of the article is to highlight the main aspects of the transformation of public administration in the context of digitalization. It is established that digitalization is not a new model of public administration. It is proved that digital technologies as a tool for implementing the strategy of modernization of public administration, determine the main directions of change. It is proved that in the conditions of digital economy there is a transformation of the concept of public administration – in service. Digital transformation leads to a radical change in approaches to the organization of government with the use of digital technologies and algorithms. Digital technologies create opportunities for a completely different type of interaction between participants – in online communication. The basis for this nature of interaction is platform. To analyze the concept of digital transformation in public administration, the main stages of digitization are identified: digitization of processes, in which the introduction of traditional digital technologies to improve the efficiency of government, data management; e-government, which involves the introduction of digital technologies, especially based on the use of the Internet, to improve public administration; digital government, in which the latest generation of digital technologies (such as the Internet of Things, artificial intelligence, predictive analytics) allow to take into account the preferences of users in shaping the composition of services provided and the procedures associated with their receipt. A study of the main trends in the digitalization of the economy and public administration of Ukraine. Peculiarities of digitalization and transformation of public administration of the world are considered. Ukraine has developed “Concept for the development of the digital economy and society of Ukraine for 2018-2020” (Cabinet of Ministers of Ukraine, 2018). However, according to the results of the analysis, Ukraine has a low level of readiness for digitalization. In the UN ranking of e-government development in 2018, Ukraine ranked 82 nd. Ukraine is characterized by an insufficient level of infrastructural support for public administration transformation. Thus, the coverage of high-quality Internet communication does not cover the entire territory of Ukraine and, as a result, reduces the rate of development of the digital economy. The analysis of the most successful countries of the world showed that the level of digitalization is directly dependent on the level of economic development of the country, infrastructure. The transformation of public administration in the context of digitalization will affect, first of all, the quality of public administration services, improving communication, reducing the cost of maintaining public administration, additional opportunities for businesses and citizens to receive services.
The purpose of this study is formation of tools for forecasting the economic security of the enterprise by modeling methods when changing investment support. The relevance of this study is due to the need to solve the problem of modernization management system of the enterprise by implementing the project management of economic security of the enterprise in the implementation of investment programs.The variant of model offered economic security of the enterprise. This model involves the implementation of the process of adaptive management, based on the definition of safe limits of longterm growth of the enterprise. It has established that the ratio of self-organization processes and managerial influences depends on the value of the self-organization coefficient. The calculated value of adaptive potential on the basis of the indicator of self-organization as the dynamic indicator of maintenance of perspective growth of the enterprise on the allocated purposes has offered. This indicator can serve as a criterion for assessing the effectiveness of the management system of the enterprise in relation to the project management of economic security of the enterprise in the implementation of investment programs of key goals of long-term growth of the enterprise.

Цифрова трансформація і зокрема поява цифрових платформ дозволяє формувати і реалізовувати нові бізнес-моделі підприємств. В той же час платформи формують тенденції розвитку економічних суб’єктів та диктують їм умови взаємодії та співпраці. Цифрові платформи не мають виробничих потужностей – основними напрямами інвестицій стають розробка інструментів маркетингового аналізу клієнта, а саме: його бажання та вподобання. Ефект від цих дій посилюється мережевими особливостями бізнес-середовища. А це в свою чергу унеможливлює традиційне ведення бізнесу та потребує враховувати вплив глобальної цифровізації на економічні відносини як окремого регіону, так і країни в цілому. Найбільші загрози при цьому відчувають суб’єкти малого та середнього бізнесу В рамках цифрових платформ по-іншому виглядають проблеми довіри і контролю. З одного боку, виникає велика надійність і точність обробки ринкової та господарської інформації, в результаті чого стає можливим створення нових, більш потужних екосистем, наприклад цифрових бірж. З іншого боку, супутньою рисою стає відкритість бізнес-моделей і доступ до інформації більшої кількості учасників, звідси виникають проблеми кібербезпеки. Крім того, однією з проблем, що виникають на підприємствах в рамках цифрової трансформації, є досягнення цифрової зрілості учасників бізнесу, інакше можуть, наприклад, втрата постачальників, які не готові інтегруватися в цифрову систему. Окремою значущою проблемою в рамках цифрових платформ є їх захоплення агентами впливу, в першу чергу домінуючими учасниками ринку. Проведений аналіз дозволив виявити і узагальнити провідні методи та інструменти управління розвитком малого і середнього бізнесу, а також визначити основні ризики функціонування цифрових платформ. В статті цифрові платформи були розглянуті як інноваційні бізнес-моделі, як релевантний інструмент вирішення завдань дотримання стратегічних інтересів різних економічних суб’єктів.
