As an approach to foresee future changes in workforce marketplace, we propose upgraded curricula with emphasis on acquiring of intelligent and cognitive technologies. To achieve the possibilities of cognitive and intelligence technologies by students we developed the curriculum "International Economic Relations" in compliance with the employers' demands. We consider management of education as a process aiming to improve the structure of both educational services and knowledge. Based on the epistemological position of critical realism we develop the prescriptive methodology of education as a cyclic process and its description that allows systematizing internal components and external influencers in the educational process. To find the economic effects of education we strike with simplified and isolated conditions of economic models that usually cannot be reproduced experimentally, making it difficult to verify the truth of empirical economic theories. We use intelligent systems that allow the automation of student-teacher communication due to providing the interaction between a teacher, a student and an educational institution. As an example of artificial intelligence technologies used for management of education, we consider determining the impact of performance of the company on indicators characterizing the personnel training. This analysis is performed on the basis of cognitive system IBM Watson Analytics.
Effective use of the potential of both an individual country and its regions in order to ensure sustainable development is possible only on the basis of conscious, purposeful, scientifically grounded actions on the transformation of regional systems. That is why, the aim of the paper is to provide an analysis of the theoretical aspects of regional sustainable development in the EU and Ukraine, which will create a methodological basis for the further development of practical mechanisms for ensuring balanced regional development. As a main method of research, we use the critical analysis and comparison of normative documents, analytical reports, regional development strategies and scientific publications on the issues of sustainable development. As a result, the authors substantiate the essence of sustainable development and clarified the concept of regional sustainable development. This made it possible to determine its features. The paper also summarizes the institutional framework for ensuring regional sustainable development, including the justification of informal constraints, formal rules and coercive mechanisms. The authors identify vectors for ensuring the regional sustainable development in Ukraine. However, for the effective implementation of certain strategic priorities, a change in the public consciousness is needed in order to understand the importance of regional sustainable development, as well as the definition of clear criteria for the achievement of sustainable development and continuous monitoring of its level. We consider education as one of the most effective tools that will allow the formation of a system of knowledge, skills and competences necessary for the formation of citizens responsible for the future of the country.
The paper proposes comparing the existing and the required level of competence of the employee as a tool for determining the qualitative and quantitative parameters of personnel training. To implement this comparison, in accordance with official requirements, the human capital required for the performance of official duties as an employee's quality, which acquires value in the process of attracting to industrial relations, is calculated. Qualitative and quantitative parameters of personnel training are determined on the basis of calculation of the difference between necessary and existing competence taking into account financial possibilities of the enterprise. According to the results of calculating the available human capital, which a certain employee owns, and comparing it with the necessary one, the content (according to the type of insufficient capital) and the amount (by difference between the existing and the required level) of training, which should bring the available human capital of the employee in accordance with the required one. Formation of the content of the training is based on the definition of individual assets of human capital, which depend on the requirements for the competence of the employee and can be changed through training.
The source of competitive advantage in the knowledge economy is the company's hard-to-replicate knowledge assets, their creation, movement, and use in the company. The process of identification, audit and measurement of unique knowledge assets of the company in the formation of its competitive position based on the use of resource and competence approaches is conceptualized in the article. Competitive positioning is determines as a process of forming, maintaining and strengthening the company's competitive position based on the identification, audit and measurement of knowledge assets (their types, localization, carriers and directions of movement), which form key areas of competence of the company and its sustainable competitive advantages. The concept of competitive positioning of the company on the basis of identification and measurement of knowledge assets is presented. The classification of knowledge assets forming the company's competitive position has been formed. Methodical tools for measuring knowledge assets as a source of a company's competitive position are identified. The methodology of identification and measuring of knowledge assets of a company's competitive positioning is based on the application of resource and competence approach, methods of assessing knowledge by criteria of key competence, methods of knowledge classification, assessment of knowledge assets by codification and diffusion criteria. The basis for competitive positioning of the enterprise are knowledge management processes that allow to create incentives to improve the company's ability to innovate, combine sources of knowledge with their needs, create conditions for effective knowledge exchange and assess their contextual effectiveness. The competitive positions of the company on the basis of identification and measurement of assets of knowledge of the enterprise are defined. The competitive advantages and competitive weaknesses of the company in comparison with the competitor are defined. Threshold criteria for interpreting the company's competitive position based on knowledge assets have been determined.
The aim of the work is to clarify the interconnection of the regional concentration of innovation activity of economic entities with the regional concentration of scientific and technical systems in Ukraine. The scientific and technical systems of Ukraine are the infrastructure of innovation and investment activity of its industrial enterprises. The results of the correlation analysis allowed on the macro level to reveal the interconnection of the innovation activity of industrial enterprises in Ukraine with its scientific and technical systems. While the meso-use of the method of comparing regional structures by calculating deviations did not allow to reveal of the significant link between the regional concentration of innovation activity and the regional concentration of all types of scientific and technical systems. The relevant relationship was found only with organizations on the sphere of engineering. In addition, a higher level of interconnection of innovation activities of industrial enterprises and organizations on the sphere of engineering was revealed and by the results of correlation analysis at the macro level. Clarification of the higher role of organizations of the sphere of engineering in the innovation activity of industrial enterprises in Ukraine allows us to revise and clarify priorities regarding the objects of influence in the state regulation in the direction.
