Purpose: The aim of the scientific article is to generalize the practice of using public-private partnership models and analyze the level of effectiveness of their application in the implementation of public policy. Design/Methodology/Approach: Comparison, systematic and structural research, statistical and analytical, tabular, graphical, analytical modeling, as well as methods of abstraction and analysis are the research methods which were used in this article. Findings: The study has found that to increase the effectiveness of public-private partnership models, the partnership should be built on the principles of agreement and coherence of interests of the parties. Existing infrastructure, combining different alternative sources of funding and possible long-term cooperation should be considered. Practical Implications: This research raises awareness of the most effective models of cooperation between the state and the private sector are concession agreements, management contracts, leasing agreements and "greenfield projects". The effectiveness of these models of public-private partnership is associated with the diversification of risks between partners, including financial ones. It is about the ability to attract investment resources from various sources and the delegation of management and regulatory functions of the state to the private sector. Originality/Value: The study highlights that the relative importance of the models of public-private partnership is context specific.
Purpose: The article deals with the essence and structure of the state mechanism for the organization and conduct of public works. Special features of forming legal and socioeconomic conditions of implementing the right to employment of unemployed persons are examined. Design/methodology/approach: The principal role in the organization of public works belongs to state institutions authorized to manage flows of funds. The key entities making managerial decisions on the organization of public works and their financial planning are state authorities (local state administrations), local self-government bodies (executive committees of village, town, and city councils), and territorial bodies of central executive body (bodies of State Employment Service). The source of public works financing is local budgets, financial resources of employers, the Fund of compulsory state social unemployment insurance. Findings: The basis for local authorities' decision-making is various territorial employment programs approved by the relevant local authorities. Practical Implications: In order to ensure the effective conduct of public works, it is proposed to amend the norms of authoritative and regulatory acts resulting in duplication of pecuniary liabilities by means of equal distribution between the local budget and the Fund of compulsory state social unemployment insurance. Originality/value: Public works are regarded as a social service that is available to unemployed citizens through the payment of insurance fees during their employment.
Purpose: Ensuring stable economic growth globally is impossible without the use of modern technologies in the economic development of the nations. After all, every year innovations penetrate more and more into all spheres of state and the society, which further identifies them as a key factor in international competition. Consequently, the need arises to develop innovative entrepreneurship within the country on the way to ensuring cross-border innovative cooperation. Therefore, the main purpose of this study is to determine the peculiarities of the development of innovative enterprise in Eastern Europe. Design/Methodology/Approach: This research is based on the statistical information provided on the official sites of statistical information, namely, the World Intellectual Property Organization, Organization for Economic Cooperation and Development, The Global Entrepreneurship and Development Institute on the development of innovative entrepreneurship for the countries of Eastern Europe in recent years. Findings: The results show that innovative entrepreneurship has an extremely large and new potential in Eastern Europe, which at the time of the study due to the peculiarities of historical and cultural development, is undiscovered. It creates a large gap in the pace of innovative entrepreneurship in these countries compared to other parts of Europe. Practical Implications: The study raises awareness of the pace of development of the digital economy and innovative entrepreneurship in Eastern Europe, practical mechanisms for the formation of innovative entrepreneurship, as well as further ways to stimulate its development. Originality/Value: The study emphasizes that the existing and new potential for innovative entrepreneurship is one of the driving forces of economic development in Eastern Europe, which will balance the existing disparities compared to other countries in the European region with the right incentives from government agencies and international institutions.
Purpose: The main purpose of this article is to determine the features of the application of strategic planning to ensure sustainable development of territories. Design/Methodology/Approach: The study is based on statistics from international institutions such as the European Regional Development Fund, Eurostat, The World Bank, the Institute of Regional Development, as well as theoretical and practical developments of foreign scholars. Findings: The results of the study show that ensuring the sustainable development of territories is an important sphere for ensuring the sustainable development of countries in general. At the same time, one of the key stages of ensuring their sustainable development is the stage of long-term navigation, which determines the further guidelines and measures the need to be implemented. Practical Implications: This study raises awareness of the components of the strategic planning process, the directions of its implementation, the pace of economic development of individual territories in European countries, as well as revealing the features of sustainable development of territories on the example of one country. Originality/Value: The study emphasizes that the existing development potential of the territories at the period of studying of this issue is not fully disclosed. Programs that are implemented have a long period of their implementation, which ultimately affects the effectiveness of this process. So, it can be a kind of milestone for further strategic planning of territorial development, as the deadline for most regional development programs ends this year.
Purpose:The main purpose of this study is to determine the strategy, economic and legal framework in the formation of the land market. Design/Methodology/Approach: The study is based on the definition of the main aspects of state management of the land market in the leading countries of the world, as well as on the main legal documents that are governing the formation and effective functioning of the land market. Findings:The results of the study show that agricultural land is a valuable resource not only in EU member states, but also in Ukraine. In the leading countries of the world public authorities have the opportunity to regulate the maximum amount of available agricultural ownership per family with the help of the created appropriate mechanism. In addition, the main advantages are described. These advantages can be achieved with the introduction and effective functioning of the land market. Practical Implications: The study helps to raise awareness in the field of land relations, particularly during the introduction and effective functioning of the land market. Originality/Value: The study emphasizes that the importance of strategy development and compliance with economic and legal principles in the formation of the land market will create benefits for the country's economy.
