The article presents the results of assessment of the conformity of the existing living environment and identification of features of its development, based on the needs of older adults. The urbanization of society and the aging of the population are one of the factors that have recently given rise to the forms of development of the residential environment, which determine special organizational, managerial, and urban planning decisions for designing the parameters of residential buildings and housing stock, based on the needs of this category of citizens. Strategic tools made it possible to outline the main directions for the development of a comfortable living environment, based on the needs of older adults. The developed roadmap provides for the optimization of the existing regulatory framework for the design of residential areas and the popularization and implementation of new standards for integrated development. A city designed according to standards that meet the needs of various categories of citizens determines their choice of alternative social models of the living environment.
The article proposes to consider the issues of the residential real estate objects affordability from the position of differentiation by market segments, taking into account differences in the parameters of objects, as well as differences in the cost of objects. The issues of housing affordability are considered both in terms of improving housing conditions through the acquisition and the rent. When calculating affordability coefficients, it is proposed to differentially take into account the difference in the income of the population different groups. The matrix of housing affordability in the Krasnoyarsk market was formed from the point of view of the purchasing and renting possibility. The presented methodological approaches to determining the affordability of the residential real estate objects based on segmentation allow to improve the understanding of the processes taking place in the market, and adjust the main directions of the state’s housing policy. This is an opportunity for the construction business and residential rental sector to implement their offers with a clear focus on the target audience, taking into account the specificity of the local market.
Design documentation assessment of compliance to technical regulations and building codes requirements in the Russian Federation is carried out through the institution of construction expertise. Elaboration and expert examinations of design documents and the results of engineering surveys are some of the most important stages in the implementation of investment and construction projects, as they allow reducing technical, legal and financial risks of the construction manager. This activity is important for all participants in investment and construction activities, which makes it necessary to study the construction expertise institution in order to determine its main development directions. The article presents the internal and external environment analysis results of construction expertise institution in the Russian Federation. Strategic tools made it possible to identify strengths and weaknesses, threats and opportunities, to determine the main strategic development directions for the institution of construction expertise in the Russian Federation, in accordance with the Draft Strategy for construction industry development in the Russian Federation until 2030. The strategic directions for the development of the construction expertise institution provided by the roadmap included improvement of regulations in organization and production of construction expertise, digital environment development of the construction expertise institution, transition to construction engineering, improvement of educational activities and training for institutions carrying out expert activities, knowledge building. To assess the implementation of strategic directions we identified expected target indicators for three main development scenarios of the construction expertise institution in the Russian Federation.
