The companies that intend to develop their businesses at the global scale are frequently confronted with situations which require cultural intelligence (CQ) winning approaches. The paper's aim was to answer the following question: "How can a CQ web platform provide the consultancy necessary to choose a target country for business development purposes on the basis of cultural similarities?" In this way, we undertook a research on a Romanian software company in view to assess its cultural profile and to compare it with the target countries' profiles where this company is interested to develop research and development (R and D) alliances and to outsource information technology (IT) projects. The paper concludes with several recommendations for the company's managers concerning practical ways to "bridge the gaps" between different cultural profiles in view to become CQ.

A set of six characteristics (civil monuments and architectural assemblies, religious monuments and architectural assemblies, festivals, personalities, digitization of tourism, and cultural and educational institutions) was analyzed for both cities. For this purpose, the Benchmarking analysis, the SWOT analysis, and the Pareto analysis were used. The research results highlight the importance of a careful analysis of the categories and sub-categories identified for cultural tourism in the two cities, focusing on the situation in Bucharest to identify ways to improve the promotion and capitalization of cultural tourism and increase sustainability. The obtained results showed that cultural tourism in Bucharest is deficient in aspects such as Monuments and civil architecture and religious, and architectural monuments.
Approaching freelancing, a topical subject in regards to human resources, especially after the economic crisis of 2008, places emphasis on the main advantages of integrating it in HR activity. The economic crisis has represented a critical moment for Romanian organisations and their HR activity, thus generating a series of negative effects on profit and the employees’ individual performances. Ameliorating these negative effects is the top managers’ task, just as much as it is the HR departments, whose role has evolved towards that of a mediator in charge of creating the most appropriate climate for achieving performance, efficiency and optimal results. In order to propose a healthy implementation process, with a view to indicating the phenomenon subjected to analysis, the first step was to analyze each employee’s individual performance metrics. Then, a mathematical modeling of performance with the human resource was developed, by applying an additional linear model on 4 major tasks of human resources spending and a report on performance was calculated - the cost being connected to implementingfreelancing in HR activity in the marketing department. The present study, therefore, provides a concrete solution to the great challenge found in HR management, which is assuring that there is concordance between making spending in HR as efficient as possible and ensuring a high level of motivation and increasing performance with human resources in the organization.
