Human activities require energy. However, widely used non-renewable sources are becoming exhausted. Currently, Russia does not have an acute shortage of energy resources; therefore, the issue of renewable energy is rarely discussed. However, in Russia one of the urgent problems is urban and agricultural waste management. Agriculture, like other industries, produces products and waste (crop and livestock wastes). Straw, stalks of corn and sunflower, dung – dried manure were used to produce thermal energy. Today, there are technologies used to extract energy from agricultural illiquid assets. Producing energy from agricultural waste allows us to solve two problems – to get rid of some of waste and help the mining industry. The green energy industry is becoming a major employer. С одной стороны, образовательные результаты, полученные в университете, зависят от уровня знаний и навыков, которые получили студенты на предыдущем этапе образования, с другой стороны, ожидаемое высокое качество жизни, которое является ключевой мотивацией для поступления в вуз для большинства населения, определяется состоянием и структурой рынка труда. Именно наличие спроса на продуктивную рабочую силу определяет результативность системы высшего образования. The higher education system does not develop in isolation. It is directly dependent on the school system and the labor market. On the one hand, the educational results obtained at the University depend on the level of knowledge and skills that students received at the previous stage of education, on the other hand, the expected high quality of life, which is a key motivation for entering the University for the majority of the population, is determined by the state and structure of the labor market. It is the demand for productive labor that determines the effectiveness of the higher education system.
Одной из основных проблем агропромышленного комплекса в Российской Федерации в настоящее время является проблема взаимодействия рынка труда и рынка образовательных услуг. Отраслевая система профессиональных квалификаций агропромышленного комплекса как совокупность механизмов правового и институционального регулирования спроса на квалификации работников со стороны рынка труда и предложения квалификаций со стороны системы образования и обучения должна решить данную проблему. One of the main problems of the agro-industrial complex in the Russian Federation at present is the problem of interaction between the labor market and the market of educational services. The sectoral system of professional qualifications of the agro-industrial complex as a set of mechanisms for legal and institutional regulation of the demand for workers ' qualifications from the labor market and the supply of qualifications from the education and training system should solve this problem.
The monograph deals with legislation related to the Russian revolutionary transformation of 1917, the events of 1917 are analyzed from the point of view of theory of state and law. The main attention is paid to such aspects, which, on the one hand, seem important and relevant in the context of modern state-legal development, on the other hand, are still insufficiently investigated. For students and teachers, as well as all those interested in this issue.
The paper is devoted to the study of the efficiency of the agricultural land use by agrarian universities. The need to consider this topic lies in the fact that agrarian universities, which train personnel for agricultural industries, face a number of problems in ensuring and developing the agricultural production on the basis of their capacity, including land being the main means of production. However, the universities do not have sufficient funds. Their resources are always limited, so, on the one hand, rational savings will allow maintaining the quality of education, but on the other – the absence of supporting measures reduces the possibilities of meeting modern requirements of education. The theoretical significance of the study is to summarize the data on the area of agricultural land and to study the specifics of their functional purpose. During the work, the analysis of the efficiency of agricultural land use was carried out, the indicators of which can be used as a basic element for increasing economic and entrepreneurial activity of universities. Hence, the study proposes a model of planning the maximum (minimum) value of assessing the level of agricultural land use by agrarian universities to ensure proper economic activities, as well as educational, practical and research works. The results of the study can be taken into account in the preparation of promising plans for the development of agrarian education.
