The paper refers with the development of approaches to strategic management and development of the tourism and hospitality industry in the regions. The authors justified the creation of a strategy selection model that would take into account the possible strategic positions in organization of the tourism and hospitality industry, as well as unexpected strategic changes in the external business environment that might occur on its path. The model is based on the system of strategy selection and classification of unexpected strategic changes in the external business environment. It is proved that the application of the strategic management concept in tourism and hospitality industry is possible only taking into account the specifics of the organization’s activities, interests of service consumers, existing competitive conditions, and the sustainable development principles. It is revealed that there is a need in a holistic management system that would meet current and future requirements of the dynamic development of the tourism and hospitality industry, and can be implemented at different levels including regional level.
Currently, the emergence and development of technologies, including in personnel management, is happening at an exponential speed. The use of modern HR trends and technologies allows organizations to meet the requirements of the time. Despite a significant number of studies of trends in HR and related forecasts, this information requires generalization, structuring and visual presentation. Presented in the article «Map of HR trends and technologies» gives an idea of the development directions of existing and future HR trends and technologies for the period 2020-2040. The developed map presents the development path of the role of an HR specialist, as well as trends in the main areas of HR activity: personnel management, personnel development, recruitment, HR branding, working environment. The map defines three time periods corresponding to the development horizons - near, middle and far. The practical value of using the developed HR trend map lies in its usability, logic and structure of the presented information, as well as the content of a large number of the most relevant HR areas in modern organizations.
The purpose of this article is to find the most effective ways to protect the interests of citizens traveling on tourist trips. The main problems of tourist insurance have been identified, current aspects of insurance coverage, payment limits, and exclusions from coverage have been reflected. The current situation with various types of insurance used in the tourism industry has been considered, the current problems of civil liability insurance of tourist organizations have been studied, a comparison of the effectiveness of the insurance mechanism and the bank guarantee in this area has been made. Proposals for improving the legal regulation of the responsibility of tourism service providers have been formulated. It has been concluded that it is necessary to use the studied international experience in regulating the civil liability of tourism service providers.
The article discusses the possibility and expediency of development management services in the region, based on the cluster approach. For this purpose, the author describes theoretical approaches to the determination of the service cluster as an economic category, as well as to the classification of service clusters. A distinction between the term "regional service cluster" and "sphere of service in the region" is explained on the basis of comparison of the following characteristics: territorial boundaries, forms of interaction between participants, the economic interests of participants, innovative development opportunities for the participants and the region, information flows, corporate culture, the terms of cooperation. The article also identifies three components of the scope of the service industry, capable of developing in the cluster form in the Russian Economy - tourism, educational services, scientific services. On the example of tourism clusters, as clusters of service, suggested a methodical approach to the calculation of aggregate investment attractiveness in the Russian regions. This methodology takes into consideration quantitative and qualitative indicators of the resource potential of the cluster core, infrastructure component, the predictive efficiency of the investment project implementation, and assessment of possible risks in three areas - sectoral, regional and general. For comparison of quantitative and qualitative indicators and using them in calculations the author proposes to use a scale where each indicator is assigned a weighting factor on the basis of priorities. This approach proposes to develop a standard methodology for assessing the investment attractiveness of the service cluster, that is to create a tool for management decisions on the application of the cluster approach to the development of servicemanagement in the region.
