Bu çalışmanın amacı Türkiye’de kamu harcamaları ile vergiler arasındaki ilişkiyi inceleyerek mali yanılsamanın geçerliliğini vergi-harcama teorisi kapsamında test etmektir. Bu çerçevede Türkiye’de dolaylı-dolaysız vergiler ile kamu harcamaları arasındaki ilişki 1971-2019 yılları için Johansen eşbütünleşme ve Granger nedensellik analizleri kullanılarak güncel veriler ile test edilmekte ve literatüre katkı sağlanmaktadır. Yapılan analizde, kurumlar vergisi ile kamu harcamaları arasında eşbütünleşme ve nedensellik ilişkisinin bulunmadığı; mal ve hizmetler üzerinden alınan vergiler ile kamu harcamaları arasında nedensellik ilişkisi bulunurken gelir vergisi ile kamu harcamaları arasında hem uzun dönemli bir ilişki hem de nedensellik ilişkisi olduğu sonucuna ulaşılmıştır. Bu durum Türkiye’de mali yanılsamanın geçerli olduğunu göstermektedir.
Bu çalışmada yoksulluk sorunu ile mücadelede kullanılan vergi düzenlemelerinin değerlendirilmesi amaçlanmaktadır. Günümüz toplumlarının önemli sorunlarından biri olarak gösterilen yoksulluk ekonomik boyutunun yanı sıra sosyal, siyasal ve psikolojik boyutları olan çok yönlü bir kavramdır. Farklı gelişmişlik düzeylerinde bulunan ülkelerde önemli sorunlar arasında yer alan yoksulluk, bazı ülkelerde refah devleti anlayışının yerleşmesi ile birlikte sosyal politikalar arasında yer edinmiştir. Sosyal refah devlet anlayışının benimsendiği devletlerde, özellikle ekonomi alanına doğrudan müdahale edilerek kamu harcamaları ve vergiler gibi politika araçları kullanılarak yoksulluk sorunu ile mücadele edildiği görülmektedir. Ekonomik ve siyasal istikrarın sağlanması, büyüme ve kalkınma hedeflerine ulaşılması ve gelir dağılımında adaletin sağlanması amaçları ile dolaylı-dolaysız vergiler, düz oranlı- artan oranlı- azalan oranlı vergi düzenlemeleri gibi farklı uygulamalar ile sübjektif ve objektif unsurlar dikkate alınarak maliye politikasının sosyal amacı doğrultusunda vergi sistemleri şekillendirilmektedir. Böylece belirlenen politika hedeflerine ulaşmak amacıyla vergilerin sosyal amaçları ile yoksulluk sorununun ortadan kaldırılması için önemli adımlar atılmaktadır.

Climate change and environmental pollution are important problems need to be tackled all around the world. These problems make countries to create new implementations to reduce environmental pollution and to figure out climate change issue. Taxation is one of the most common tools of these implementations. Especially beginning from the 1990s, the carbon tax has been come into prominence in practice to abolish environmental problems and to ensure sustainability in this regard. Carbon tax was introduced firstly in Finland and it is in practice in many countries all around the world. In Turkey, there is no taxation called carbon tax but practices have been conducting tax regulations to reduce emission. In this study, carbon tax which might take place among tax regulation in Turkey is evaluated. As a result, it has been detected that carbon tax can be one of the most important political tools to solve environmental issues such as greenhouse gas emissions reduction even it has pros and cons.
