This study analyzes the impact of knowledge spillovers on output per worker at the industry level using a primal production function approach. The article makes three different contributions to the international spillovers literature: (1) it identifies trade‐related spillovers under alternative assumptions regarding the information transferred through imports; (2) it explores the importance of horizontal and vertical foreign direct investment (FDI) in knowledge spillovers; and (3) it looks at how institutional factors determine the impact of FDI‐related spillovers on productivity. The main findings of the study are: (1) international knowledge spillover is an important driver of industry output per worker, and the magnitude of this spillover effect varies with alternative assumptions about the information content embodied in imports, while high technology industries benefit significantly more from import‐related knowledge spillovers; and (2) the gains from FDI spillovers are primarily horizontal, but when institutional factors are considered, countries with stronger protection of intellectual property rights and a high “ease of doing business” tend to experience a substantial increase in the effectiveness of both horizontal and vertical FDI‐related spillovers. With a panel of 18 OECD countries, 198018 OECD countries, -2005 we investigate the determinants of export performance, in particular the effects of the size of government and institutional features. In a model of endogenous extent of domestically-produced goods, government size has a non-linear effect on export performance; the export-maximising size of government (tax receipts) is around 40-45% of GDP; the best size of productive government spending is around 16% of GDP. Product market and labour market-related rigidities affect negatively the export performance both on their own and via a negative effect on the effectiveness of R&D and slow down the speed of adjustment. Among traditional variables, relative unit labour cost, R&D shares in GDP, TFP growth and human capital show up significantly and with the expected signs.
Abstract:The current study examines the determinants of international competitiveness using export data from for thirteen Greek manufacturing industries over the period [1987][1988][1989][1990][1991][1992][1993][1994][1995][1996][1997][1998][1999][2000][2001][2002][2003][2004][2005]. The analysis expands the current empirical trade literature focusing on export drivers other than those of pure cost competitiveness. The paper investigates whether knowledge accumulation and knowledge spillovers can generate export gains. The findings contradict the usual expectations indicating that Greek exports are more sensitive to domestic R&D stock and foreign R&D spillovers. The most effective channel of knowledge transfer is via imports of raw and other materials from more technologically advanced countries. Regarding the measure of cost competitiveness, our decomposition analysis shows that what really matters is productivity and not labour cost reductions. The key policy implication is that Greece's international competitiveness is associated with product quality rather than simply cost of production.
