IT-Flexibilität: Warum und wie sollten IT-Organisationen flexibel gestaltet werden IT-Flexibilität wird immer mehr ein wesentlicher Faktor für Erhalt und Ausbau der Wettbewerbsposition von Unternehmen. Daher sollte das IT-Management bestrebt sein, die Fähigkeit zu entwickeln und/oder auszubauen, angemessen, schnell und kontinuierlich auf vorhersehbare und unvorhersehbare IT-bezogene Veränderungsnotwendigkeiten reagieren zu können. Dieses Bestreben ist zunächst unabhängig von der Unternehmensgröße in der Organisation zu verankern. Denn Veränderungsnotwendigkeiten ergeben sich aus turbulenten Geschäftsumfeldern und der Weiterentwicklung informationstechnologischer Möglichkeiten, die sich gegenseitig beeinflussen und für Unternehmen jeglicher Größe relevant sind. Dennoch sind konkrete Maßnahmen zur Verbesserung der IT-Flexibilität in Abhängigkeit von der Unternehmensgröße zu bestimmen. 1 Notwendigkeit einer flexiblen IT Die Wettbewerbsposition eines Unternehmens am Markt zu etablieren und zu verbessern, wird durch sich zunehmend schneller verändernde Marktumfelder signifikant verkompliziert. Unternehmen sind immer häufiger mit der Fragestellung konfrontiert, in welcher Weise sie auf aktuelle und zukünftige Veränderungen oder Anforderungen des Geschäfts reagieren. Dieser Umstand ist im Wesentlichen auf das Phänomen des sogenannten IT-Paradoxons zurückzuführen. Es beschreibt die Wechselwirkungen zwischen Entwicklungen in der Informationstechnologie (IT) und dem Geschäftsumfeld. Durch ein sich kontinuierlich erweiterndes Spektrum informationstechnologischer Gestaltungsmöglichkeiten wird das Geschäftsumfeld nachhaltig verändert. Insbesondere aufgrund der Geschwindigkeit solcher Veränderungen entstehen sogenannte »turbulent business environments« [Patten 2004]. Sie sind durch deutlich erhöhte Komplexität und Unsicherheit gekennzeichnet und können sowohl durch informationstechnologische als auch durch ökonomische und soziale Veränderungen ausgelöst werden. Im Gegenzug rufen »turbulent business environments« die Forderung nach einer noch leistungsstärkeren IT hervor, um die entstandene Komplexität und Unsicherheit besser beherrschen und kontrollieren zu können. Diese Wechselwirkung führt zu immer kürzeren Veränderungszyklen. Daraus resultierend müssen sich IT-Organisationen immer schneller anpassen können und IT-Flexibilität als wesentliche Voraussetzung hierfür konzeptionell aufarbeiten und verankern. Ebenso lässt sich feststellen, dass sich die Bedeutung und das Verständnis von IT in Unternehmen grundlegend und nachhaltig verändert haben. Die IT-Organisation bildet heutzutage das Rückgrat vieler Unternehmen. Sie hat mit Blick auf Wettbewerbspositionierung und -vorteil eine entscheidende Rolle eingenommen [Devaraj & Kohli 2003], der ehemalige Unterstützungs-und Funktionsbereich IT hat sich zu einem Geschäftsbereich von unternehmensweiter Bedeutung entwickelt [Pattern 2004].
