The most important process of economic security is the stability and stability of the national economy, which implies the protection of property in all its forms, the creation of reliable conditions and guarantees for business activities, and the containment of factors that can destabilize the situation. It is obvious that the economic security of the state is determined primarily by the state of productive forces and socio-economic relations, the scale of use of scientific and technological progress in the country's economy, and the structure of foreign economic relations. In this regard, it can be argued that the material basis of economic security of the state is the developed productive forces that can provide expanded reproduction and civilized life of citizens. The economic security of the state is closely linked to the concepts of "development" and "stability" of the economy.
The regions of the Russian Federation function and develop in conditions of instability and uncertainty of the external strategic environment. Therefore, each region tries to develop optimal strategies for its innovation oriented development on the principles of efficiency and minimizing uncertainty (risk). At the same time, it is important not just to form a strategic set of alternatives for the development of the region, but it is important at every moment to know at what stage of development the region is, how close it is to the strategic goal of its development. Analysis of studies on strategic planning and management, shows the lack of a single accepted methodology for assessing the effectiveness of the implementation of regional strategies and general approaches to formation of system of indicators of its assessment. Nevertheless, the majority of researchers agree that it is important to assess not whether the implementation of the developed strategy is carried out correctly or not, but it is important to assess how close the implementation of the innovation oriented strategy is to the goals set for the region. Indicative planning is an important tool for regulating the processes of socio-economic development at the regional level. In modern conditions, the world economy is experiencing an increase in the level of negative impact of various external factors and major challenges to economic actors, including regions. The article substantiates the conceptual scheme of the imitation model of the regional socio-economic system, which takes into account not only the subjects and objects of management, but also the impact of the external environment. A method of increasing the realism of imitation models of the regional innovation oriented socio-economic system is proposed – the use of a random choice of one of the options for adaptation to a given external factor. Within the framework of this model, it is proposed to allocate the following macro-regional blocks (objects of regional management): income, labor, business, ecology, society, prospects, Finance. In this case, the control regulation within the framework of the proposed model is carried out on the basis of an indicative plan, which sets goals, objectives and indicators of regional innovation oriented socio-economic development.
The development and spread of digital technologies lead to serious qualitative changes not only in the field of industrial production. They have a strong impact on the social development of society, including education. The new technological (digital) revolution requires an individualized approach to meeting the economic and social needs of society. The digital revolution focuses on the quality of education based on the comprehensive development of each individual. Moreover, the tools of information and communication technologies used in the education system change depending on the conditions and settings of socio-economic development of the territory. Digital technologies have penetrated all spheres of society’s life, which requires a new quality of education from every employee. In the modern world, a computer can replace about 62% of employees, and only 13% of people have a high level of intellectual literacy that surpasses computer systems [1]. The existing education system needs serious changes, since the system of modern training of workers is inferior to the level of training of workers who worked in the 90s. Moreover, the changes that are being made should also be individualized depending on the socio-economic requirements of the territory. The article identifies the main problems of socio-economic development of the Chuvash Republic. A number of projects are proposed that contribute to the development of the region’s territory in the context of digital transformation.
The article analyzes digitalization of the Volga Federal District industry in production and personnel aspects, mainly compiled on the basis of data obtained from federal and regional governmental agencies. This analysis will help to give a clearer insight of the way the digitalization processes development will take place in the Volga Federal District. The relevance of the research topic is due to the fact that there is a lack of structured scientific information highlighting the features of industry digitalization development in the Volga Federal District. The analysis of statistical data will help to give a clearer insight of the way the digitalization of industry in the Volga Federal District will develop in the near future, taking into account various factors that have a significant impact on it. The purpose of the article is to compile a generalized picture that reflects the current state of industry in the Volga Federal District. In order to conduct the most complete analysis of statistical data related to the development of digitalization processes in the industry of the Volga Federal District, the statistical and economic method was used when writing the article. The theoretical value of the materials of this article is that they deepen the knowledge about the laws of industrial development in the Volga Federal District. In practice, they can be used in developing federal and regional strategic programs, for adopting certain measures to develop branches of industry. Based on the analysis, it was concluded that the development of industry digitalization in recent years has become more intense than earlier, but the enterprises of the Volga Federal District react to innovations slowly and are rarely able to create them themselves.
