Today's gender equality is still in the public spotlight as an effort to empower women in both private and public spaces. Changes in human civilization from modern life have also changed the construction of society towards gender equality. In addition, gender equality is also in the spotlight in order to advance the role of women in development. This study aims to determine women's participation in achieving gender equality and women's empowerment in the 4.0 era, which is an era equipped with artificial intelligence, the era of super computers, genetic engineering, innovation and rapid changes that have an impact on the economy, industry, government and politics. The method used in this research is library research which uses books and other literatures as the main material related to the object of research or the beginning of library data. The results of this study indicate that women's interest in obtaining degrees related to the industry of science, technology, engineering, etc. is quite large. This is a positive development for women to take strategic positions in development. In addition, progress in the field of education, economics also affects women in taking transitional roles, namely as workers, community members and development humans to show their existence. Women's participation in the 4.0 era has many opportunities and opportunities to play a role in the public sphere, one of which is the existence of government regulations related to 30% women's representation, opening up opportunities for women to have higher education, women's opportunities to become entrepreneurs and become regional leaders. In re-understanding Public Services to realize good governance it will be easy to do if through the public service sector. Fundamentals of Public Services are: 1) Public services are the rights of citizens as a mandate of the constitution, thus it becomes the government's obligation to administer them either by themselves (by the government bureaucracy) or in collaboration with the private sector; 2) Public services are carried out with taxes paid by citizens state. The renewal of the delivery of public services can be used as an entry point and at the same time as a major driver in driving changes in Good Governance practices in Indonesia. Simplification of the bureaucracy can encourage government bureaucracy to return to its main mission of ensuring citizens' access to basic services, the need for collectivity, and other strategic services that are beneficial for a decent and dignified life. (Dwiyanto, 2018) Public Service Reform through System Development and Management of Public Services is very urgent, given the decentralized Unitary Republic of Indonesia (NKRI), so the service system must be able to guarantee equal access of all citizens to public services wherever they live. The system must be able to make the region able to respond to the diversity of the needs of goods and services as a result of regional diversity. As a result of this response allows discretion in the area. Updating public services through Information and Communication Technology is also very important. Public Service Reform can be done as far as there is concern from all stakeholders interests to make it happen.
Currently, problems related to public services are still far from being expected and must continue to be improved. In realizing good governance today, it is needed not only good public services in local and central governments, but also in sub-district governments. There are three important reasons behind the novelty of public services as an effort to encourage good governance practices in Indonesia. First, improving the performance of public services that are considered important by stakeholders, namely the government, the community and the business world. Second, public service is the domain of the three elements of government that interact very intensively. Third, the values that characterize the practice of administering government are translated more easily and clearly through public services.The implementation of the Community Empowerment Program (PPM) includes the format, socialization activities in collaboration with the Immigration Office Class I TPI Tanjung Perak with the theme Strengthening Public Services in Realizing Good Governance in Government Offices. Strengthening public services under supervision in three stages. The first stage is sharing discussion, FGD activities, and preparing public service standardization. The target of this activity is all village officials. From these socialization activities resulted in the standardization of public services that have been made jointly based on Law No. 25 of 2009 and Ministerial Regulation No. 36 of 2012. Simple Public Service Principles; certainty of time; accuracy; legal certainty; responsibility; facilities and infrastructure; easy access; discipline, manners and registration; as well as convenience. Dawet berasal dari Jepara Jawa Tengah, namun sudah dikenal luas di berbagai wilayah di Indonesia karena rasanya yang unik. Minuman terenak versi CNN pada tahun 2018 mengalami inovasi pada pengolahannya. Es dawet yang ada di Desa Hendrosari, Kecamatan Menganti, Gresik, dipadukan dengan buah siwalan, sehingga menjadi Es Dawet Siwalan (DILAN). Penjualan DILAN dikelola di sentra penjualan siwalan dan wisata edukasi Hendrosari menjadi sorotan. Kualitas rasa yang diciptakan dan penyesuaian antara lokalitas dengan globalisasi, menjadi kajian yang menarik. Hal ini disebabkan semakin maraknya penjualan minuman cita rasa luar negeri. Dalam menghadapi globalisasi pelaku UMKM bukan merupakan hal yang mudah. Di tengah tuntutan globalisasi ekonomi, persaingan dengan perusahaan besar, dan juga inovasi yang serba cepat, pelaku UMKM membutuhkan bantuan yang berkelanjutan dari pihak yang peduli pada kebangkitan perekonomian. Salah satu hal yang menjadi permasalahan dalam meningkatkan produktivitas dan daya saing saat ini adalah maraknya varian minuman “impor” di Indonesia. Sehingga, minuman lokal harus dikenalkan kembali dengan konsep yang baik, dalam kajian transformasi global: dengan Glokalisasi. Banyak hal yang harus diperhatikan, baik oleh pelaku usaha maupun pemerintah. Pengabdian masyarakat yang penulis lakukan memuat riset bagaimana pelaku usaha minuman DILAN bertahan di masa pandemi dan apa tantangan yang dihadapi di tengah arus globalisasi perekonomian.
