La relevancia de los sindicatos como movimientos sociales en el estudio de la transición a la democracia no se ha tenido tan en cuenta como el liderazgo de partidos y políticos. A través de la teoría que estudia las condiciones en las que los movimientos sociales tienen más capacidad de impacto político y social, analizamos cuáles fueron las características de las transiciones de Chile y España y de los sindicatos que tuvieron más impacto durante las mismas. Esas características incluyen la estructura de oportunidad política, el marco discursivo e identitario de los sindicatos, y sus repertorios de acción. A través de ese análisis, se observa que la estructura de oportunidad condiciona en gran medida la capacidad de acción de los sindicatos
