Human Capital Management System (HCMS) has become a necessity for organizations to perform administrative personnel services. PT XYZ started implementing HCMS in 2019 as an online self-service for personnel administration, which was previously done manually. During this transition phase, not all employees understand how to use the HCMS system due to its confusing interface. As a result, many employees still prefer assistance from the HR/IT team to make changes to their data rather than doing it themselves. This research was conducted to analyze the usability of the HCMS system using the WEBUSE method. There are four categories used: Content, Organization, and Readability (COR); Navigation and Links (NAL); User Interface Design (UID); and Performance and Effectiveness (PAE). Each category serves as a basis for measuring usability. Data was collected through questionnaires and interviews with respondents to obtain values and levels of WEBUSE usability based on user satisfaction aspects In the case study of this research, it was obtained from the results of the questionnaire distributed as many as 13 respondents stated that in general, the usability of the HCMS system was at the Good level. This research provides recommendations for improving the self-service HCMS based on the needs or experiences of employees using the system. Also contributes to the scientific study of UI/UX and provides an ideal overview practitioner in developing an HCMS system.
Like other developing countries, the Indonesian government is pursuing digital transformation to achieve good governance at the central and micro levels. One of the strategies for achieving digital government transformation at the micro level is implementing village information systems (VIS), information systems that village officials manage. Unfortunately, not all villages in Indonesia are thriving in adopting VIS. Therefore, this study aims to answer an overarching puzzle: Why did some village governments successfully adopt VIS while others failed? Using a case‐study approach to VIS adoption in Gunungkidul Regency, Indonesia, this study fills the gap in the literature from the technological‐organizational–environmental perspective that affects e‐government adoption at the village government level. We found four main factors that influence the success or failure of village information systems adoption: (1) VIS interoperability (technology context), (2) the workload of village officers (organizational context), (3) the role of civil society, and (4) the role of a vendor (environmental context). This research enriches the literature by identifying these four factors within the TOE framework, still rarely present in e‐government adoption studies, especially in the context of village governments in developing countries. This research has practical implications for the successful adoption of VIS as a village government effort to gain data sovereignty.
<p class="Abstrak">Penelitian ini bertujuan untuk mengetahui faktor-faktor yang mempengaruhi kepuasan mahasiswa lintas jenjang dan lintas program studi pada Fakultas Ilmu Komputer Universitas Indonesia (Fasilkom UI) terhadap penggunaan <em>Student Centered E-Learning Environment</em> (SCELE), sistem manajemen pembelajaran berbasis Moodle milik Fasilkom UI selama masa pembelajaran jarak jauh. Dari hasil tinjauan literatur sistematis, dibangun sebuah model dari hasil pengumpulan faktor dan indikator potensial. Model tersebut kemudian diuji menggunakan metode kuantitatif, dan hasilnya dianalisa menggunakan <em>Structural Equation Modelling</em>. Dari hasil yang didapatkan, dilakukan wawancara untuk memahami dan menginterpretasikan hasil riset. Dari riset yang dilakukan, dapat disimpulkan bahwa faktor-faktor yang menunjang kepuasan mahasiswa Fasilkom terhadap penggunaan SCELE adalah faktor kualitas teknikal sistem, kualitas pelajar dan kualitas sistem pembelajaran/pendidikan.</p><p class="Abstrak"> </p><p class="Abstrak"><em><strong>Abstract</strong></em></p><p class="Abstract"><em>This study aims to determine factors that influence the satisfaction of Faculty of Computer Science Universitas Indonesia (Fasilkom UI) students towards the use of Fasilkom UI’s Moodle-based Student-Centered E-Learning Environment (SCELE) during mandatory distance learning. From the result of a systematic literature review, a model is built from by collecting and selecting potential factors and indicators. The model was then tested using a quantitative method, and the results were analyzed using Structural Equation Modeling. From the results obtained, interviews were conducted to understand and interpret the results of the research. From the research conducted, it can be concluded that the factors that support the satisfaction of Fasilkom UI students towards the usage of SCELE are the Technical System Quality, Learner Quality and the Educational System Quality.</em></p><p class="Abstrak"><em><strong><br /></strong></em></p>
An effective knowledge transfer (KT) process is a key factor in achieving the competitive advantage that is critical for software development companies seeking to maintain their existence and improve their performance. However, there do exist obstacles to the achievement of effective knowledge transfer. Companies often face difficulties in identifying those barriers that have the great impact on KT as well as the best solutions with which to address them. Through a systematic literature review and interviews conducted with 15 experts, we identified 21 KT barriers and 12 KT solutions. The barriers were classified into three categories: team, project, and technology. Then, using the fuzzy analytic hierarchy process, the identified KT barriers and solutions were ranked. The result of this research is a list of ranked KT barriers and solutions relevant to software development. Poor communication and interpersonal skills, lack of management direction, and challenges to transactive memory systems topped the list of team-, project-, and technology-related barriers, respectively. It was further found that an additional weekly meeting is the best solution with which to overcome the barriers to KT.
