Аннотация. В статье рассмотрена практика сбора сведений среди раненых и беженцев Московской губернии о преступлениях австрийской и германской армий в годы Первой мировой войны. Задача сбора этих сведений была возложена на Чрезвычайную следственную комиссию для расследования нарушений законов и обычаев войны австро-венгерскими и германскими войсками (ЧСК). Сбором показаний и свидетельств занимались не только члены Комиссии, но и сестры милосердия, губернские канцелярии, полиция. Выявлена последовательность, исполнители, а также основные проблемы при опросах беженцев и чинов армии, проходивших лечение в лазаретах Московской губернии. Автор приходит к выводу, что не все полученные свидетельства могли служить доказательством беспощадности и жестокости врага, а зачастую показывали сложные, неоднозначные отношения между пленными и беженцами, с одной стороны, и австро-германскими войсками-с другой. Не всегда пленные русские солдаты и офицеры подвергались издевательствам, нередки примеры соучастия, сострадания со стороны представителей вражеских армий и местного населения. Это расходилось с реальными задачами ЧСК по пропаганде сведений о преступлениях армий Германии и ее союзников в России и за рубежом. В результате многие свидетельства так и не были оглашены, оставшись в архивах ЧСК, полиции и губернских канцелярий. В качестве примера приведен найденный в делах канцелярии московского губернатора текст кратких воспоминаний подпрапорщика И.А. Назарова о его пребывании в германском плену. The collective monograph makes a new attempt to rethink the Russian revolution as a ‘historical divide’ between eras in Russian and world history. The authors come to the conclusion that the revolutionary transformation of Russia went far beyond the borders of 1917, capturing not only the Russian Civil War, but also the first decade of Soviet power. The most important and valuable observations relate to the hidden and still underestimated socio-cultural influence of prerevolutionary Russia on the seemingly completely special ‘Soviet world’.
В статье-рецензии анализируется новое исследование российского политического сыска, жандармерии и полиции в годы Первой мировой войны и революции 1917 г. Автор, В. В. Хутарев-Гарнишевский, подробно останавливается на ряде малоизученных вопросов: кадровой политике жандармерии, комплектовании жандармского офицерского состава, взаимоотношениях Объединенного корпуса жандармов с департаментом полиции, верховным командованием армии, правительством, Думой. Много внимания посвящено повседневной работе жандармов в тылу и на фронте, в составе контрразведки. Автор отмечает, что сама идея создания "буферного государства" была уникальной для революционной России, уникальной для большевиков, уникальной для региона. На основании широкого круга источников И. Саблин показывает, как идеологии, с которыми большевики изначально боролись – "левый либерализм", национализм и империализм – позволили им в итоге одержать верх на Дальнем Востоке и окончательно победить в Гражданской войне. The review considers the monograph by Ivan Sablin on the emergence and fall of the Far Eastern Republic (FER). The author notes that the very idea of creating a "buffer state" was unique for revolutionary Russia, unique for the Bolsheviks, unique for the region. Based on a wide range of sources Ivan Sablin shows how the ideologies with which the Bolsheviks initially fought – "left liberalism", nationalism and imperialism – allowed them to ultimately gain the upper hand in the Far East and finally win the Civil War.
