Résumé Sous les effets conjugués de la pression démographique, des insuffisances en infrastructures pédagogiques et en ressources, l’Université togolaise subit une nette dégradation depuis 1998. La tendancielle défaillance de l’Etat, met en évidence les limites du modèle économique de l’enseignement supérieur de masse. Sa reconfiguration s’impose et s’inscrit dans une vision renouvelée du développement, portée par la culture de gestion entrepreneuriale.

Les entreprises publiques togolaises (EPT) sont confrontées à un nœud de problèmes ; ce qui rend difficile leur gestion. Ces problèmes sont principalement d’ordre culturel et éthique ; le premier structure le second. Ces facteurs socioculturels favorisent le développement des comportements non éthiques, compromettant la performance des EPT.
