В статье рассматривается проблема цифрового неравенства российских регионов и пути ее преодоления. Определены цели и задачи снижения цифрового разрыва, которые состоят в том, чтобы обеспечить всем членам общества равные возможности для использования цифровых технологий и получения выгод от них. Обозначены особенности цифрового неравенства в России, которые характеризуют два основных аспекта. Первый аспект рассматривает уровень доступа к Интернету и другим ИКТ. Второй аспект -уровень цифровой компетентности пользователей и цифровой грамотности. Предлагается современный механизм стимулирования развития широкополосной связи в Интернет с целью сокращения цифрового неравенства. Для реализации предложенного механизма разработана система стимулов развития цифровой инфраструктуры и повышения цифровой грамотности населения. Отмечается также, что цифровая грамотность и доступ к широкополосной связи в Интернет являются важными социальными детерминантами, так как использование широкополосной связи в Интернет оказывает положительное влияние на уровень благосостояния населения, увеличивая самоэффективность людей, а также интегрируя их в современное мировое сообщество. В рамках данного исследования разработаны меры, направленные на обеспечения равным доступом всех жителей к цифровой инфраструктуре, а также на преодоление проблем связанных с дефицитом цифровых навыков населения регионов России, которые должны быть предусмотрены региональными органами власти и Министерством образования и науки РФ.
