Kemampuan untuk mengelola risiko sangat tergantung pada karakteristik proyek dan harus memperhitungkan kerentanan dalam penilaian risiko. Dalam proses pengembangan properti, kerentanan merupakan karakteristik sistem yang akan menciptakan kemungkinan adanya pengaruh kerusakan, bahaya, dan kegagalan yang berpengaruh pada penilaian risiko. Proses manajemen risiko merupakan salah satu langkah yang dapat dilakukan untuk menciptakan perbaikan berkelanjutan. Tahapan yang dilakukan dalam penelitian ini meliputi: identifikasi sumber risiko, tahap identifikasi faktor risiko, tahap identifikasi tingkat ancaman, tahap identifikasi tingkat kerentanan, tahap identifikasi tingkat kapasitas, tahap analisis risiko, dan penentuan risiko prioritas. Pengumpulan data dilakukan melalui wawancara dan pengisian kuesioner oleh narasumber yang terlibat dalam pengembangan properti pada Kawasan Garuda Wisnu Kencana Cultural Park (GWK). Hasil penelitian menunjukkan bahwa faktor risiko yang mendapat prioritas untuk dimitigasi dan dimonitoring secara terus menerus adalah: risiko investigasi dan perizinan, risiko analisis penyelidikan tanah, risiko pembelian lahan, risiko pengawasan anggaran proyek, dan risiko target pembiayaan pembangunan. Tingkat risiko pada pengembangan Garuda Wisnu Kencana Cultural Park kategori sedang. Proses manajemen risiko pada penelitian ini dapat diterapkan pada proyek pengelolaan properti untuk membantu pihak yang berkepentingan membuat keputusan dalam berinvestasi properti.
This research identifies risk sources, identifies risk factors, identifies the level of danger, identifies the level of vulnerability, identifies the level of capacity and determines risk priorities. Data collection was carried out through interviews and filling out questionnaires by resource persons involved in property development in the tourism area of Nusa Dua Resort ITDC Bali Province. The results showed that the risk factors that receive priority to be continuously mitigated and monitored are: interest rate and inflation risk, design risk, land maturation risk, and development financing risk. The level of risk in the development of the Nusa Dua Resort area is in the acceptable category so that it is feasible to build. The risk management process in this research can be applied to property development projects to help interested parties make investment decisions.
Tujuan: Tujuan penelitian ini adalah untuk mendapatkan data dari masing-masing OPD Provinsi Bali terkait penerapan E-Government (SPBE), menentukan kondisi penerapan E-Goverment (SPBE) di Provinsi Bali dan menentukan langkah strategis untuk meningkatkan indeks tingkat kematangan SPBE Provinsi Bali. Metode penelitian: Metode penilaian evaluasi dilakukan melalui pengukuran tingkat kematangan berdasarkan e-Government Maturity Model (eMM). Temuan: Kajian ini mengungkap bahwa kelemahan utama dalam implementasi SPBE Provinsi Bali, terutama di beberapa OPD yang memberikan layanan publik, adalah belum terintegrasinya aplikasi atau sistem dan masih lemahnya SDM dan infrastruktur IT di masing-masing OPD. Implikasi: Langkah yang perlu dilakukan adalah menyusun Rencana Induk Pengembangan SPBE yang memiliki kelengkapan pada sisi muatan visi dan misi SPBE, arsitektur SPBE, peta jalan SPBE serta integrasi sistem aplikasi dan penggunaan aplikasi umum secara menyeluruh.

In the property development process, vulnerability is a system characteristic that will create the possibility of damage, danger, and failure. Vulnerability is a system that functions like control and manageability. Risk is a function of threat values, consequences, and vulnerability. The purpose of risk management is to create a level of protection that alleviates vulnerability to threats and potential consequences, thereby reducing risk to an acceptable level. The implementation of risk management must be an integral part of the implementation of the company's management system. The risk management process is one step that can be taken to create continuous improvement.The stages carried out in this study include identification of the source of risk, the stage of identification of risk factors, the stage of identification of the level of hazard, the stage of identification of the level of vulnerability, the stage of identification of the level of capacity, the stage of risk analysis, and the determination of priority risks. Conceptually, the method proposed in this study refers to the key steps of risk management which include identification, and qualitative risk analysis in the property development process. Data collection was carried out through interviews and filling out questionnaires by resource persons involved in property development in the tourism area of Nusa Dua Resort ITDC Bali Province. Risk factors that are given priority for ongoing mitigation and monitoring are interest rate risk and inflation, risk of development cost analysis, risk of the final design, risk of land maturation, and risk of development financing targets. It can be concluded that overall the level of risk in developing the Nusa Dua resort area is acceptable (IPR <0.24) and the development of the Nusa Dua Resort area is indeed feasible to be developed or built.
