The article discusses a new technology of terminal processing of container traffic, which involves direct transfer of containers by rail mounted gantry cranes between groups of railcars instead of additional shunting procedures for their selection before supplying and withdrawal at loading and unloading railway tracks. In order to implement the accessibility to the gantry crane span, the additional loading and unloading railway track is introduced, intended to discard incoming containers by a gantry crane and their transhipment to the trains marshalling in the specific destination. This technology is applicable in the organization of container trains in regional distribution and storage centers and in the implementation of modal container block-trains with loading and unloading procedures in the same direction. Based on the analysis of technical development of the terminal network, the opportunity of implementing the proposed approach on Russian railways has been provided. The effect of this innovative technology is proposed to be evaluated from the perspective of decreasing the duration of rolling stock handling and, accordingly, reducing the operating costs of a terminal. The simulation of the terminal processing time of a container flow with the traditional and new approaches was carried out on the basis of the Monte Carlo method. On the basis of modeling, the dependence of the magnitude effect size on the number of the containers transhipped is determined.
The transport of goods contributes to an increase in global greenhouse gas emissions. Despite the fact that its share is much less than that of industries, there is significant legislative pressure to reduce emissions from transport. A review and critical analysis of strategies to reduce or completely eliminate the negative impact of international logistics supply chains on the environment was carried out.Comparative characteristics of transport modes are presented, taking into account their negative impact on the environment. An extended review of scientific and practical publications on the topic of “green supply chain management” was carried out in order to reduce the negative impact of cargo transportation on the environment. Strategic solutions have been identified and analyzed to reduce emissions associated with the transportation of goods. Highlighted strategies, the attitude towards which in society has changed for the worse.The main method used is critical analysis. The subject of research is the area according to the passport of the scientific specialty 05.22.01 “Transport and transport-technological systems of the country, its regions and cities, organization of production in transport”, p. 6 “Protection of the environment from the polluting effects of transport”.The scientific novelty of the research lies in the proposed theoretical foundations and the identification of operational “tools” for improving the environmental friendliness of supply chains in the form of combined strategies.The relevance of the work is substantiated by environmental priorities in the state policy of the Russian Federation. In 2019, a large-scale national project “Ecology” was launched in our country, the main goal of which is to change the negative impact on the environment by 2030 and create comfortable living conditions for people in the country.It has been found that the available modes of transport vary greatly in emissions, with slower modes of transport generally having fewer emissions than faster ones.
The interests of clients of the railway industry and Russian Railways in matters of recovery and compensation for “lost profits” and “lost opportunities” are not considered and regulated in laws and by-laws regarding railway transportation. Claim work is based on compensation for real damage both from users of railway transport services and from the Russian Railways holding.An algorithm for the formation, submission and resolution of claims in the provision of rail transportation services is considered. The functionality of the personal account for the clients of JSC “Russian Railways” of the project “Electronic Claimant” was analyzed. The importance of developing a basic formula that takes into account the factors affecting the amount of lost profits is indicated. The existing scheme for conducting recourse work to recover losses of Russian Railways JSC is given and a scheme for conducting claim work to compensate for lost profits of Russian Railways JSC on the basis of a unified automated system of act and claim work is presented. It is proposed as a basis for further elaboration of this issue, a mechanism for rebilling in the event of final losses from a failed transportation for clients of the Russian Railways holding. The expediency of applying a possible replacement transaction when the company finds another counterparty is also considered. The application of these measures will make it possible to create equal competitive conditions in the market for all customers and the Russian Railways holding.
