Due to the recent surge in natural disasters, with rising social concerns, investment on research & development (R&D) project in natural disaster mitigation area is continuously increasing. However, current R&D performance management system of natural disaster mitigation area does not properly reflect characteristics and social ripple effects of R&D projects. It is indicated that mainly due to the current performance index consists of easyquantification factors and the performance evaluation system adopts simple aggregation method. Therefore, the purpose of this study is to develop new performance evaluation system considering characteristics and social ripple effects of natural disaster mitigation R&D projects. To this ends, this study derived 3-dimensional performance measurement index through literature review and natural disaster mitigation R&D projects analysis. Finally, based on the derived performance measurement index, this study suggested new and effective performance evaluation system for natural disaster mitigation R&D projects.
The construction industry has been a major player in Korean economy growth and it has been accountable for more than 15% of GDP during the last decade. However, fast-growing construction industry has also produced some unpleasant side-effects. Environmental problems are identified one of the main issues in the Korean construction industry and they are closely related to minimizing the carbon emission and delivering environmental-friendly green products. The movement of green construction, now, is considered the next driving force for the industry which has significant impacts on the future. This research investigates this green construction while focusing on governmental policy implications such as green certificate for construction products. Green building has long been recognized as the leading green construction product and the green trends have expanded to infrastructure construction such as road construction. Therefore, this research concentrates on various green road certification processes in the United States in order to develop a framework for Korean green road certification. In doing so, some of the green roads application has also been analyzed. This research intends to provide background information for Korean green construction policies, especially on green road certification.
Domestric Construction & Engineering market has been long in recession due to the global economic crisis. Domestic construction industries consequently looks at overseas construction markets where relatively more construction projects are constantly required. In order to provide meaningful information for Korean engineering companies to keep the pace with the changes in the construction industry, various construction related date and statistics are analyzed. In addition, previous research from the related organizations and construction engineering companies are closely reviewed. Investigation of preliminary data and research have been conducted to draw remedies for their overseas expansion. Moreover, it is attempted to classify foreign markets as the Asia, Africa and etc. (Europe, North America/the Pacific and Latin America) to provide the list of first target countries and its regional market information focusing on their bidding system. This study had tried to show comparative analysis of different bidding procedures between Korea and the selected countries to suggest measures of improvements for the domestic bidding system. Finally, this study suggested policy recommendations to meet the requirement of bid qualification to advance the global market that was suggested with validated clustering bidding data.
