Because of rapid aging, housing stability of elderly household is becoming an important social problem. The population of the elderly people was 11.3% and that of the elderly household was 23.2%, about 407 million, in 2010. Yet, social policies for elderly people are focusing on the household who takes care of the elderly people, not on the elderly headed households. These policies fail to reflect the reality. Housing satisfaction of the elderly household is different based on the tenure type and the satisfaction can be further affected by the types of elderly household within the same tenure group. Thus, strengthening the policies for the elderly headed households as well as differentiating the policies based on the types of household is required in order to meet the needs of the elderly households. For the elderly household living in a rent house in a city, a housing voucher is needed and for the low income elders who own their houses, housing renovation is required. Public housing affects only the residential satisfaction of single elderly households, not for all elderly households probably because public housing does not meet the demand of the elderly households appropriately. Since the elderly households wanting to move is noticeably small, a policy that provides proper facilities within the elders' neighborhood is most necessary. Also, in order to lessen the burden of housing expenses of the elders with low income, a public housing policy, in which 2-3 people living together in one public housing, needs to be examined.
This study explored the problem of uneven location of public housing due to supply-oriented housing policies. In particular, the study focused on exploring the factors affecting residential satisfaction through commuting characteristics. The analysis data were derived from the panel survey (2-wave) on public housing provided by SH Corporation. An ordered logistic regression analysis was applied as a research model considering the characteristics of the dependent variable. The results of this study are as follows. First, as commuting time and distance increase, residential satisfaction tends to decrease regardless of the public housing type and region. Second, residential satisfaction is higher in places with an easy access to public transportation. Third, in terms of the job-housing balance, when housing and jobs matched the area of residence, the purchased public housing lease indicated a significant positive influence. Therefore, it is meaningful to derive policy bases and implications for purchase-type public housing, the supply of which is expected to increase in the future by replacing construction-type public housing.
As the construction of multi-family housings, especially apartments, has been increased since 1970s, the multi-family housing becomes one of the main housing types in Korea. With the increase of multi-family housings, managing them becomes an important issue. Since 2010, the government has made a lowest price award system by a competitive bid compulsory to promote the development of housing management systems. Although competitive bids were implemented, the maintenance company was finally selected by the price without any other consideration. Consequently, the quality of management service was not enhanced. The purpose of this study is to suggest the improvement scheme of multi-family housing management system. In this study, the bidding data of "K-apt", the bidding method and the successful tendered price are analyzed. The results of analyzing bidding materials, the proportion of applying a lowest price system was 67.7%. Also many diverse ways to selecet the best management company were used, but most of these ways were violate the law and guidelines of Ministry of Land, Transport and Maritime Affairs. It meant that the lowest price award system was not implemented by strict standards and didn't correspond with the needs of residents of apartment. This condition made the housing maintenance quality low and deteriorated the management industry development. To enhance this condition, a new standard to select the management company, which are included contents of quality of managing quality, management expenses and companies' soundness, is necessary.
