Cloud computing is Internet-based computing. It transforms hardware and software into commodities that are sold in a PAY-AS-YOU-GO fashion, like how electricity is sold over the electricity grid. Extremely large-scale data centers at low cost locations take the advantage of economies of scale and can offer computing at very low price. As the open source software community matures, a wide range of software and development tools are available for deploying applications in the cloud with no licensing cost. The Miller/Kelton sanitary sewer system Inflow and Infiltration (I & I) study was performed to identify, locate and recommend cost-effective improvements to mitigate and/or eliminate sanitary sewer surcharges and the WIBs(water-in-basement). To quantify and accurately characterize the I & I, the 39 acre area was extensively studied with underground CCTV inspection, house drainage survey and dye testing of selected private homes. By deploying software tools in the cloud, the team successfully managed the huge datasets collected from the field inspection with limited budget using web based open source software and custom developed applications.
