Las diferentes formas de violencia observadas en Chile en los últimos años tienen orígenes y agentes distintos, y remiten al periodo de la dictadura cívico-militar y a los gobiernos que le sucedieron. Pese a la generalización de los discursos que asocian violencia con enfermedad mental, no existe evidencia suficiente para sustentar este vínculo. La violencia estructural sí ha mostrado repercusiones en salud general y salud mental en particular, agravadas por la superposición temporal de la pandemia por COVID-19.
desalojar a una gran cantidad de personas que, desde hacía semanas, vivían en ese lugar. Siete meses antes había ocurrido en ese mismo lugar un desalojo semejante, algo que las autoridades locales denominaron "recuperación del espacio público"; y es que, de acuerdo a su discurso, la Plaza Brasil se había transformado en un "foco de infección" (Muñoz, 2021). Mientras que en esa primera acción policial se desalojó a cerca de 160 personas -en su mayor parte provenientes de Venezuela y con ingreso informal a Chile-, la ocurrida en septiembre fue el inicio de una reacción ciudadana mayor. Al día siguiente, una marcha antimigrantes arremetió contra las personas desalojadas de Plaza Brasil, quienes a falta de lugares donde residir se habían trasladado a diferentes espacios públicos de la ciudad. Tanto en prensa nacional como internacional se exhibieron las imágenes de la quema intencional de carpas, vestuario y enseres provocada por quienes participaron de la marcha, lo que dejó a las personas afectadas en situación aún más precaria (Oyarzo, 26 de septiembre 2021). La marcha antimigrantes se repitió, con similares características, el sábado siguiente.El ingreso informal a territorio nacional en la Región de Tarapacá se produce, mayoritariamente, por las inmediaciones del paso fronterizo chileno-boliviano ubicado en Colchane a 3.700 msnm, distante 235 kms de Iquique en un trayecto de más de 3 horas en vehículo. La ruta vial que une Chile con Bolivia, pasando por el paso fronterizo y aduana de Colchane, continúa hasta Brasil. Esta carretera se ha construido sobre una ruta milenaria de transhumancia e intercambio de productos naturales, que conecta los distintos pisos ecológicos de la zona: costa desértica, quebradas y altiplano, cordillera de Los Andes, valles orientales y tierras bajas colindantes al área del pantanal. La regulación fronteriza estatal que se ha intentado imponer en la zona en los últimos decenios es, en términos históricos, demasiado reciente como para modificar formas culturales arraigadas, que anteceden a la colonización española. El cierre de fronteras terrestres decretado a raíz de la pandemia por COVID-19 no tuvo efecto real en una zona que, cultural y socialmente, debe comprenderse como transfronteriza, con movilidad humana constante entre territorios chilenos y bolivianos, sea por motivos familiares, educacionales o de abastecimiento de productos esenciales (Tapia et al., 2021).El pueblo de Colchane no supera los 300 habitantes (Stang et al., 2021), pero el flujo migratorio informal de los últimos meses se ha estimado en unas 200 o 300 personas por día, un tercio de las cuales serían niñas y niños. De origen mayoritariamente venezolano, han hecho el recorrido por vía terrestre desde su país, pagando en el último tramo a transportistas en Bolivia (conocidos coloquialmente como "coyotes") para llegar a Pozo Almonte o Iquique.
