Veracruz before the first years of Free Trade, 1778-1783. Origin and implementation of a new programAbstract:Scholars of free trade economic policy during the second half of the 18th century have found little information about 1778-1783 period. The sources barely record the arrival of a couple of convoys to New Spain, some scattered ship registries, and neutral ships. To compliment these scarce references, this research focuses on these years demonstrating: the operation of azogues and navíos de permiso to supply the viceroyalty, the preference of convoys as a proven means of defense, the coincidence in these years between permits, companies, and new ports, the implementation of duty collections following the 1778 Reglamento, as well as the incidence of these changes in some Cádiz merchants. The article integrates the data collected with the already known information to describe the period more broadly and contribute to the statistics of azogue shipments and convoys.Key words: Spanish Empire, Bourbon reforms, Free Trade, New Spain, Veracruz.
