The Chinese government is adopting a 'going-out' strategy to promote China's high-end rail technology overseas and strengthen its global competitiveness. This article examines China's high-speed rail diplomacy towards the Association of Southeast Asian Nations (ASEAN) and uncovers the link between China's ambitious foreign policies towards the ASEAN and both national pride and commercial stakes in promoting high-speed rail in the region. It analyses the rationale behind China's high-speed rail development proposals for the ASEAN in the context of the rise of China and rivalry between China and Japan. China is especially eager to participate in the construction of high-speed railroads with ASEAN members. The high-speed rail link can forge regional economic integration within the ASEAN. For ASEAN member states, China is a key external investor and contractor for their infrastructure development. Nevertheless, China is facing serious challenges to the realization of its proposals.
In order to explore the zoobenthos community composition and the status of water quality in Songhua River in Harbin city, we conducted an investigation on the zoobenthos community structure in spring, summer and autumn 2008. The results showed that 60 species of zoobenthos were found totally, of which 39 species were aquatic insect Larvae, 13 species of mollusks, 7 species of annelid, 7 species of crustacean. Density variation in the scope of 26.67-3521.67 ind./m2, biomass variation in the scope of 0.14-549.89g/m2. And assessed water quality using the physic-chemical and biological methods, the results showed that water quality of Songhua River in Harbin city was in moderate-severe pollution state.
This first survey in 2009 and 2010 on silica-scaled Chrysophytes in Zhenbao Island Wetland Preserve, Northeast China, recorded 32 taxa (5 in Chrysophyceae and 27 in Synurophyceae), of which 29 were previously found in other parts of China, three species, Spiniferomonas serrata, Mallomonas transsylvanica and Synura punctulosa are new records to China. In terms of biogeography, 1 taxon is endemic, 2 bipolar, 1 northern temperate, 9 cosmopolitan, and 18 of wide distribution. The endemism of Synura punctulosa, appears due to its poor dispersal ability; lack of sampling data may also contribute its known distribution range. Spiniferomonas serrata and Mallomonas transsylvanica, two bipolar taxa, are the first report in China. More research efforts are needed for adequately understanding the distributions of this group of algae.
