Die Entstehung und Ausbreitung von Tafeln, Suppenküchen, Kleiderkammern und Sozialkaufhäusern kann als die Etablierung eines neuen Systems der Armutslinderung interpretiert werden, das im vorliegenden Beitrag als „neue Mitleidsökonomie“ bestimmt wird. Aus wohlfahrtsstaatsanalytischer Perspektive ist diese Etablierung im 21. Jahrhundert ein Symptom des gegenwärtigen Strukturwandels des Sozialstaats. Die mitleidsökonomischen Hilfeleistungen werden aus dem sozialstaatlichen Kontext herausgelöst und sind nicht mehr über individuelle Anspruchsrechte vermittelt. Vielmehr wird die Hilfe maßgeblich durch die emotionale Anteilnahme im Modus von Mitleid moderiert, geht mit der Abhängigkeit von Freiwilligenarbeit und Spenden einher und ist zugleich durch ökonomische Interessen strukturiert. Aus gesellschaftsanalytischer Perspektive kann gezeigt werden, dass mit dem System eine spezifische Form der sekundären Integration einhergeht, die sich jedoch unter Bedingungen der Ausgrenzung realisiert.
