ResumoEste artigo propõe estratégias de gestão para iniciativas museológicas comunitárias com base na participação e na identidade territorial como fatores substantivos a essas iniciativas e mobilizadores da sua dimensão organizacional e interorganizacional. A mobilização museológica organizacional parte do entendimento da organização como processo, que busca interligar as 'áreas fins' do museu (ligadas, especificamente, às funções museológicas) às 'áreas meio' (ligadas às atividades administrativas e gerenciais), através de estratégias de ação desenvolvidas no âmbito interno do museu, possibilitando uma visão mais completa e gerencial da organização. Já a mobilização museológica interorganizacional refere-se ao potencial de relações externas ao museu, seja através de parcerias ou do trabalho em rede, a partir da cooperação entre organizações, propiciada pelo compartilhamento de uma identidade territorial comum e pela dinâmica participativa. A partir da abordagem qualitativa, da análise documental e dos estudos de diferentes museus, dentro e fora do Brasil, os resultados desta pesquisa (estratégias de gestão), de vocação tecnológica, auxilia líderes comunitários, gestores sociais e empreendedores culturais de comunidades na gestão de museus com base na participação comunitária e na identidade territorial. Consequentemente, torna-se Inês Gouveia relevante para a formação em museologia e em gestão social, bem como para o norteamento dos poderes públicos em relação ao papel da gestão no desenvolvimento de museus comunitários. AbstractThis article proposes management strategies for museological community initiatives based on participation and territorial identity as key factors to these initiatives and mobilizers of their organizational and inter-organizational dimension. The organizational mobilization starts from the organization's understanding as a process that seeks to connect the 'functional areas' of the museum (linked, specifically, to museological functions) to the 'managerial areas' (related to management activities) by developing action strategies on internal museum context, enabling a more complete and managerial vision of the organization. The inter-organizational mobilization refers to the potential for external relationships, either through partnerships or a networking, but also through the cooperation between organizations that share the territorial identity and the dynamics of participation. From the qualitative approach, document analysis and studies of different museums, national and international ones, the research outcomes (management strategies), with technological vocation, helps community leaders, social managers and cultural entrepreneurs of communities to better manage museums based on community participation and territorial. Resumo Uma organização, ao mudar de diretor, corre o risco de ver modificado seu modo de gestão. Neste caso para ensino, a mudança de diretoria de um museu comunitário tornou-se uma situação-problema ao confrontar dois modelos distintos de gestão. De um lado, um mais horizontal, baseado em processos de autonomia de grupos que se articulam em rede, e, do outro, uma mais vertical e centralizadora de processos e poderes. O foco recai sobre uma instituição que é referência da museologia comunitária no contexto europeu: o Museu do Traje de São Brás de Alportel (Portugal). O dilema nos permite compreender e aprender sobre novas dinâmicas participativas no campo da gestão museal, identificando de forma mais específica práticas de mobilização e potencialização da participação social, bem como as competências coletivas necessárias para uma liderança compartilhada. O caso busca contribuir com a formação de gestores e lideranças comunitárias que se confrontam, frequentemente, com a ausência de instrumentos adequados no momento de levar adiante um projeto coletivo de natureza cultural como é o museu comunitário. Além disso, o caso pode ser útil a todos os interessados nas questões da gestão participativa de organizações.

ABSTRACTThis article proposes management strategies for community museological initiatives based on participation and territorial identity as substantive factors to such initiatives, associating them to the basic functions of museums and the knowledge of museology. Technical museum mobilization refers to the museological procedures related to the functio ns of museums including the several areas: research, preservation and communication, and education as a transverse dimension, through appropriate practices for the management of these museums. As a result of qualitativ e reserch, based on document analysis and the experiences liv ed in the context of natio nal and international m useums, the strategies seek be useful in improvement of educational activities of museology and social management. The results of o ur research also seek to guide the practice museologists, so cial managers and co mmunity leaders, making the development of museological more dynamic, territorialized and, consequently, most appropriated to their local contexts and their basic principles.
O propósito deste artigo é propor estratégias de gestão para iniciativas museológicas comunitárias tendo a cultura como eixo mobilizador. A Mobilização Cultural, portanto, consiste no desenvolvimento de uma cultura de valorização da participação e da identidade territorial, consideradas como forças essenciais destas iniciativas. Fruto de pesquisa qualitativa, análise documental e experiências de museus dentro e fora do Brasil, a pesquisa adota enfoque propositivo, buscando ser acessível e útil aos profissionais envolvidos com a prática de gestão dessas iniciativas: líderes comunitários, empreendedores socioculturais e gestores do setor público.
<p>O presente caso para ensino tem como objetivo desenvolver uma reflexão crítica sobre o exercício da liderança compartilhada. Para tanto, utiliza uma narrativa fictícia, porém, baseada em fatos verídicos, os quais ilustram o seguinte contexto: os frequentes atendimentos de pessoas com verminoses e infecções gastrointestinais ativam o sinal de alerta do agente de saúde no pequeno posto da Comunidade Vila Esperança, localizada no semiárido cearense. A correlação entre o perfil dos atendidos e a fonte de consumo de água confirmou a origem do problema, o qual passou a ser considerado de saúde pública. Sua resolução dependeria de uma ampla mobilização para a assunção e compartilhamento de responsabilidades entre os diversos atores locais. Para tanto, foram necessários o exercício e a compreensão de novas formas de lideranças. Este caso pode ser utilizado como recurso didático nos cursos de graduação e pós-graduação em Administração e Gestão Social, mas também em cursos de extensão voltados à formação de lideranças comunitárias.</p>
