Irrigation network is channel, building, and its complementary building which is as a unity needed for provision, division, administration, usage, and disposal of irrigation water. The Public Works Water Resources Department which maintains the irrigation in Merauke Regency until recently has not have a Map of the Area for Irrigation by online which can be accessed by stakeholders of Local Government of Merauke Regency. The potential of Merauke Regency for agriculture is quite high [1], therefore to maintain the potential, it is needed a water resources maintenance, which functions as evaluation, monitoring, and operational, and maintenance of the irrigation network.
The development of the region cannot be separated from the concept of economic growth and the determination of the mainstay region as a regional center that is expected to have a positive impact on economic growth to the surrounding regions. In fact, the determination of the mainstay region is a difficult thing to do. Some cases of the determination of the mainstay region are mostly on the basis of the prerogative rights of the policy makers without carefully seeing the achievements of the development of a region. The objective of this study is to develop a classification model of the mainstay economic region using computational techniques. The decision tree methods of NBTree and J48 are used in this study and combined with Klassen typology. The results of this study show that J48 algorithm has better accuracy than NBTree in the formation process of decision tree. The accuracy of J48 is higher than NBTree i.e. 68.96%. The comparative result of the classification of the mainstay economic region between Klassen and J48 shows that there is a shift in the class position of the development quadrant. In Klassen classification, there are three regions that are categorized into the mainstay regions with advanced development and rapid growth (K1). Meanwhile, J48 results show that there is no region categorized into K1. However, the mainstay economic region on J48 is based on the level of development with the level below K1, i.e. K2. J48 classification results show that there are ten regencies that are categorized into the mainstay economic regions, namely Biak, Regency of Jayapura, Jayawijaya, Kerom, Merauke, Mimika, Nabire, Ndunga, Yapen, and the Municipality of Jayapura.
The main objective of regional development is to achieve equal development in different regions. However, the long duration and complexity of the process may result in the unequal development of some regions. In order to achieve a fair development process for each region, a standard approach must be developed to select a suitable priority area that can support other underdeveloped regions that require attention. One of the approaches taken is to determine the prioritized areas and the leading sectors in the region where the region is expected to be a support for other regions that still need attention and handling on development priorities. This research was conducted to provide a new alternative in the process of determining the prioritized areas, not only by observing the development data, but also involving decision-making components consisting of government and community (including non-governmental organizations and academicians). This study used group decision support approach with the Garrett ranking technique. The results of the research on the determination of the prioritized areas using Garret Score showed that there are 5 of 29 Regencies/Municipalities in Papua Province that can be used as prioritized areas, namely Jayapura Regency, Jayapura Municipality, Mimika, Merauke and Nabire. Then, there are three leading sectors for development, namely agricultural, mining and Industrial and Processing sectors. The test of ranking results was conducted by calculating the Spearman's correlation coefficient of the Garrett ranking results and obtained a coefficient of 0.807 which means that the ranking results are very strong.
Development as ongoing activity needs certain planning in order to be zero in on and has clear direction. Therefore, it is needed a model for the analysis medium in determining regional priority to development implementation in the future. This research applied multi attribute decision making (MADM) concept for analyzing data of GRDP of Papua Province. Two methods of MADM have been used in this research, those are wighted product (WP) and Technique of Order Preference by Similarity to Ideal Solution (TOPSIS). Twenty nine regencies were analyzed based on the data of GRDP to observe which region will be the development priority later. Result of the research by comparing the two methods are obtained six regencies which need special attention, those are Central Mamberamo Regency, Yalimo, Nduga, Intan Jaya, Mamberamo Raya and Deiyai. The research is expected can be the supporting material of decision in development planning field for the policy implementer, so that able to determine regional priority for development activities in the future.
