Entidades a nivel mundial se han visto inmersas en factores negativos en sus operativas económicas, administrativas, de producción y financieras por la deficiente ejecución de sus tareas, procedimientos y controles a cada uno de estos, conllevando a buscar alternativas que mitiguen el impacto a corto, mediano y largo plazo que satisfagan las exigencias del mercado actual sin exponer las competencias de las futuras generaciones, garantizando una ventaja competitiva en pro del logro estratégico propuesto en la Agenda 2030 por la Asamblea General de la ONU (ONU, 2021). El presente artículo de investigación presenta como objeto, el diseño del estado del arte de la aplicabilidad de las normas ISO 26000, GTC-ISO 18091 y los Objetivos de Desarrollo Sostenible (ODS) a nivel nacional e internacional, que permitirá determinar las características estructurales, su uso, diferencias, similitudes y sus principales ventajas que los gobiernos locales pueden permitirse generar frente a una eficiente implementación, abordando las problemáticas principales y potenciales, a tal fin, de mejorar el negocio en sus diversas categorías. Para la ejecución documental del estado del arte, se utilizó una metodología cualitativa documental de carácter descriptiva orientado a la búsqueda, compilación, observación, crítica e interpretación de fuentes primarias y secundarias, que parten de una revisión de literatura relacionada con la aplicación de las normas ISO 26000, ISO 18091 en los gobiernos locales y que de manera semejante se realizó la exploración de los objetivos de desarrollo sostenible abordando aspectos económicos, ambientales y sociales. Los resultados del análisis de la información reflejaron que las normas ISO permiten que los gobiernos locales funcionen de manera óptima, asegurando productos y/o servicios con los más altos modelos de calidad, satisfaciendo las necesidades y expectativas demandados por los consumidores y/o clientes finales, que ayudaran al cumplimiento de los objetivos de desarrollo sostenible (ODS).
Los Sistemas de Gestión se han constituido en el referente más utilizado y confiable en las prácticas empresariales para cumplir con las expectativas de los diferentes grupos de interés, proveen confianza y mejoran la aceptación de los clientes. Sin embargo, la implementación de varios sistemas de manera independiente ha abocado a las organizaciones a perder su eficiencia en la gestión de sistemas, situación que ha impulsado el desarrollo de propuestas metodológicas de integración de sistemas. Esta investigación tiene como objetivo realizar una revisión de los aspectos que han marcado la evolución de la integración de los sistemas de gestión, profundizando en la comprensión de las dimensiones base de las metodologías de integración y a partir de estas, presenta un análisis comparativo de los principales metodologías encontradas. La investigación es de tipo cualitativo, utilizando el método de revisión de la literatura. En la etapa de búsqueda de información se identificaron los principales artículos de estado del arte donde se describe la evolución y características del proceso de integración de sistemas de gestión. La segunda etapa consistió en una revisión a profundidad, interpretación y análisis de las principales dimensiones y metodologías de integración identificadas. Los resultados de la investigación permitieron describir el proceso de integración a partir de sus beneficios, motivadores y dificultades; identificar cuatro dimensiones conceptuales del proceso de integración: estratégica, metodológica, nivel de integración e integración de auditorías internas y comparar los principales referentes de integración: PAS 99, UNE 66177 y Handbook, ISO 9001, IUMS.
En la literatura de la caracterización de municipios estudiada en Colombia,los gobiernos locales establecen planes de desarrollo, actividades y estrategiasen el largo, mediano y corto plazo, cuya finalidad es la aplicaciónequitativamente, contribuyendo en el crecimiento sostenible en losmunicipios, formulado mediante procesos y funciones específicos en esperade la obtención de resultados eficientes.Sin embargo, las proyecciones estipuladas por los gobiernos locales nogarantizan que las necesidades y perspectivas de las comunidades seancubiertas en su totalidad, de acuerdo con los programas, actividades uestrategias implementadas, estas podrían llegar a ser inexistentes odeficientes, acaeciendo en la posible pérdida de tiempo, recurso humano yfinanciero. Por tal motivo y en la obligación de atacar la efectiva gestión decalidad en los gobiernos locales, dentro del ámbito de los ODS, se plantea esteproyecto enfocado a realizar una revisión de literatura, respecto a lacaracterización de los municipios de Colombia, permitiendo determinar surelación y efectiva implementación de la GTC-ISO 18091, aportandoconocimiento a las partes interesadas (Municipios, ciudadanos y sociedad engeneral), a fin de que los interesados generen estrategias para la mejoracontinua en las organizaciones municipales.Teniendo en cuenta lo anterior, este proyecto de investigación utilizó unametodológica cualitativa, de carácter exploratoria - descriptiva y un métodode revisión documental de la caracterización municipal nacional, y que comoresultado se encuentra que para la caracterización de los gobiernos locales esnecesario tener en cuenta las dimensiones: Regionales, Sociales, económicas,ambientales, institucionales y de seguridad como ejes articuladores paracontribuir a la gestión municipal.
This research was aimed at creating a methodological guide for the implementation of the quality management system based on the NT ISO 13485: 2016 for medical devices manufacturers, which seeks to share with its readers the parameters necessary for implementing regulatory purposes and convey a perspective on how organizations should apply the standard requirements. The research considered the needs and expectations of organizations in Colombia producing medical devices, evaluated their ability to provide products and services that meet requirements and promote customer satisfaction through continuous improvement. The research starts from a theoretical base that analyzes the application of ISO 13485: 2016 and the requirement of good manufacturing practices in different countries, and the competitive advantages present by exploring the existing literature and the standard requirements. This article results have a mixed approach: quantitative, through the development of a self-diagnosis tool; and qualitative, through a methodological guide development. In each section of the standard, an exposition structure was adopted to facilitate content consultation and compression, thus fulfilling the purpose and applicability aiming to guide a clear and simple implementation.
El sistema de gestión de la continuidad del negocio (BCMS) es una herramienta que permite a las organizaciones prepararse para escenarios que afecten el normal funcionamiento de las mismas. En este proceso, se requiere una evaluación de impacto y valoración de riesgos, de tal manera que se identifiquen, establezcan y evalúen los planes de continuidad del negocio (BCP) para asegurar la disponibilidad de recursos y personal necesario. Este artículo analiza la evolución, los modelos de implementación de BCM y las estrategias para la gestión de riesgos asociados. Se realiza un estudio de 37 artículos relacionados con BCM, los cuales se analizan y se concluye que la evolución de la BCM ha permitido a las organizaciones acceder a modelos que facilitan la implementación de este sistema, acorde a las necesidades, disponibilidad de recursos, competencia del personal y con un enfoque PHVA (planear, hacer, verificar y actuar).
