The plays of Shakespeare have been read for pleasure and used for a variety of purposes for more than 400 years. They are known to contain profound insights into political leadership, but less attention has been given to the many insights Shakespeare offers public administrators at all levels. The articles included here are a modest correction of this deficiency.One of the continuing debates in administrative ethics is the proper use of case studies to understand how ethical issues arise in real settings. The difficulty is not that such an approach is not useful, as nearly every scholar of administrative ethics and class on the topic uses case studies to bring relevant concepts of ethics to bear on practical problems. Rather, the problem is that case studies necessarily limit the factors under consideration in order to concentrate attention on a few key points. This is an effective way to isolate the essential ethical facts of a situation, but such an approach does not present a realistic view of the total environment in which administrators actually work. As a result, the case study method can sometimes lead to a reductionist view of ethical problems and often encourages solutions that are unrealistic or inadequate for a complex work environment demanding more than superficial solutions.Correspondence should be sent to
