El presente documento busca evidencia de los efectos dinámicos de la política fiscal colombiana sobre variables como PIB real, precios y tasas de interés, teniendo en cuenta de manera explícita el efecto que tiene la deuda sobre las variables fiscales, vía restricción presupuestaria intertemporal del gobierno. Para tal fin, se emplea un modelo VAR estructural (SVAR), utilizando datos trimestrales durante el período 1990:2-2007:1, mediante el cual se identifican claramente choques exógenos sobre las variables fiscales; asimismo, se estiman los efectos de política fiscal sobre las variables a través de las funciones impulso-respuesta. La incidencia de la deuda sobre las variables fiscales se estima en dos modelos: un modelo SVAR base, en el cual se omite el efecto de la deuda sobre las variables fiscales y otro en el cual se incluye explícitamente, con el ánimo de “rastrear” los efectos dinámicos sobre estas variables.

AbstractThis paper seeks evidence on the presence of partisan or opportunistic political cycles with regard to the management of tax policy in Colombia and the effect on income distribution. In order to do this an econometric model is used taking into account variables such as total tax revenue, direct and indirect, the real GDP cycle and inflation, by means of annual data for the period . We also used dummy variables to represent the presidential periods, by political party and periods close to elections. These variables also represent election periods to Congress. Once the political cycles are studied, we analyze the impact this has on the distribution of income for the period from 1976 to 2006. IntroducciónEl manejo de la política económica efectuado por parte de los gobiernos puede ejercer una gran influencia sobre los resultados electorales. Por esta razón, un gobernante debe elegir la opción que más le convenga para alcanzar dicho propósito: por un lado, puede actuar basándose en los preceptos ideológicos que su partido político le dicta; pero por otra parte, puede actuar con el único propósito de mantenerse en el poder 1 .1 Para el caso colombiano, la reelección presidencial es un fenóme-no reciente, razón por la cual dicha permanencia en el poder se traduce en la del partido político al que pertenece el presidente reelecto.En este sentido, el momento de las elecciones marca el rumbo de la política económica especialmente en uno de sus componentes: la política fiscal. Este documento tiene como objetivo identificar los efectos dinámicos de la política fiscal sobre la producción y la distribución del ingreso en Colombia para el periodo 1990-2006. Se pretende indagar sobre la efectividad de la política fiscal en términos de la magnitud y longitud de los multiplicadores fiscales sobre estas dos variables. Para ello, se utiliza un modelo VAR con información trimestral de gastos e impuestos del gobierno nacional, PIB real y el coeficiente Gini. Los resultados encontrados sugieren la escasa efectividad de la política fiscal para reducir la inequidad del ingreso, dada la baja magnitud de los multiplicadores fiscales y su corta longitud.
Este documento tiene como objetivo estimar las tasas, brechas y severidades de la pobreza en Colombia mediante indicadores multidimensionales, los cuales incluyen variables que permiten evaluar de manera más comprensiva factores que inciden significativamente en el bienestar de los individuos. El estudio se concentra en áreas metropolitanas para observar diferencias entre regiones urbanas, las cuales jalonan una porción importante de población que migra por el detrimento de las condiciones sociales y económicas de sus regiones de origen. Posteriormente, con ayuda de los indicadores multidimensionales obtenidos en la primera parte del documento, se analizan los determinantes de la pobreza. Los resultados obtenidos revelan que las medidas unidimensionales basadas en ingresos subestiman las tasas de pobreza, dadas las precarias condiciones en otras dimensiones de los hogares. Al mismo tiempo, cuando se tiene en cuenta el enfoque multidimensional, se encuentra que existen marcadas diferencias entre regiones del país. Por otro lado, las estimaciones muestran que los principales determinantes en la condición de pobreza están dados por dimensiones relacionadas con la educación, condiciones de vivienda, uso de TIC y empleabilidad, demostrando la importancia de analizar la pobreza más allá de ingresos monetarios.
