La epidemia del VIH y el sida desde sus inicios en Colombia y el mundo ha estado siempre asociada a comportamientos inmorales, poblaciones en condición de vulnerabilidad y a ciertos grupos raciales. Muchos de los comportamientos que se exhiben hacia estos individuos están ligados al estigma y discriminación a la cual son sometidos por su condición médica. En la actualidad, existen reglamentaciones que procuran la protección de derechos y libertades fundamentales que garanticen mínimos de igualdad y cobertura integral en acceso a la salud. No obstante, muchas de las regulaciones no son aplicadas con efectividad sobre esta población, hoy en día, se siguen reportando vulneraciones de derechos y libertades fundamentales que son enmarcadas dentro de un trato discriminatorio e injusto.
