A pesar de ser el más usual, el método Datt-Ravallion de descomposición de las variaciones en la pobreza en dos efectos —el de redistribución y el de crecimiento—, ha dejado muchas insatisfacciones a causa de su inexactitud y asimetría. El artículo propone un procedimiento alternativo que repara estas fallas sin recurrir a los promedios interanuales que utilizan otras técnicas. Al aplicarlo a México, los resultados satisfacen estas expectativas metodológicas y revelan el carácter conflictivo entre ambos efectos, lo que explica por qué el descenso de la pobreza es tan lento en las fases expansivas del ciclo y por qué la redistribución del ingreso amortigua las repercusiones de las crisis, especialmente de las más profundas, sobre la pobreza.
IntroducciónEn diciembre de 1994, cuando la opinión pública se inclinaba a pensar que las crisis económicas se habían desterrado para siempre del escenario nacional, el anuncio de una nueva devaluación del peso cimbró los pilares en los que se había fincado un optimismo desbordado, que había tardado seis años en construirse, y unos cuantos días, en desmoronarse.Esta nueva edición agregaba, sin embargo, tres novedades a los tradicionales tropiezos que desde los setenta venía registrando la economía mexicana: se producía tras una profunda reforma estructural en pro de una mayor liberación de los mercados y después de que se habían logrado avances sustanciales en el combate en la inflación y en las disciplinas fiscal y monetarias; demandaba ajustes más severos, pero menos prolongados, en el nivel de actividad económica y el bienestar, y, por último, activó mecanismos que, al arrastrar a las instituciones financieras, pusieron en riesgo el sistema de pagos del país.Este último elemento impulsó a las autoridades a emprender una estrategia de rescate bancario, que acarreará un costo que se antoja demasiado oneroso para las generaciones actuales y, probablemente, para las venideras. Por ello, la revisión de las causas que propiciaron la crisis financiera se vuelve obligada en dos sentidos: para evitar incurrir en los mismos errores y para fincar, política y moralmente, la responsabilidad de quienes condujeron los destinos del país durante el periodo en el que esas causas se incubaron. Pero el examen aporta una ventaja adicional: señalar los puntos que privilegiadamente debe atender la re-Economía, Sociedad y Territorio, vol. II, núm. 5, 1999, 25-66.
El artículo demuestra que tras la adopción del modelo de desarrollo orientado hacia la exportación manufacturera, las autoridades encontraron en la teoría de la justicia de Rawls el fundamento para la política social, señaladamente la que concierne al combate a la pobreza extrema. La razón de este hallazgo estriba en que sólo este fundamento permite hacer compatible una política social activa con la lógica del modelo de desarrollo y con la política económica de liberalización de los mercados. Pero a pesar de la compatibilidad y sinergias posibles entre ambas dimensiones del quehacer estatal, la agenda de la lucha contra la pobreza muestra asuntos pendientes de reforma estructural e institucional, ausentes en la estrategia global de desarrollo.
La necesidad de transformar el sistema mexicano de pensiones es cada vez más evidente. De ésta derivan varias propuestas de reforma. El objetivo es evaluar dos de ellas; ambas, provenientes del ámbito empresarial. La primera es la reducción a 750 semanas del período exigido de cotización para acceder a una pensión garantizada; la segunda propone elevar la tasa contributiva de 6.5% a 15%, sin modificar el lapso actual. El método utilizado es el modelo matemático detrás de la calculadora de la Comisión Nacional del Sistema de Ahorro para el Retiro (Consar), aplicado a un cotizante medio. Los resultados revelan que la primera propuesta podría evitar la incursión en la pobreza de quienes no fueron pobres durante su vida laboral, pero no alcanzaron el período exigido de cotización. La segunda aumentaría ligeramente el monto de la pensión, pero dejaría inalterada la vulnerabilidad hacia la pobreza. Sin embargo, es necesario sólo un pequeño aumento adicional para reducirla significativamente.
La figura de Pueblo Mágico ha sido clave para diversificar la oferta turística, tradicionalmente concentrada en el esparcimiento de sol y playa. Su principal propósito declarado fue elevar el nivel de vida de la población asentada en las localidades beneficiadas con el nombramiento. El objetivo de este artículo es aportar elementos de juicio para evaluar su cumplimiento, fincándose en dos impactos: la pobreza y la desigualdad. La metodología utilizada consiste en un conjunto de técnicas estadísticas que permiten relacionar estas dos dimensiones con la presencia o ausencia de la condición de Pueblo Mágico. Tres son las principales conclusiones: a) la categoría ayuda al crecimiento económico de la localidad; b) es acompañada por un proceso de concentración del ingreso, aunque difícilmente puede ser atribuido a esa política; y c) el impacto sobre la reducción de la pobreza, aunque efectivo, es marginal.
