A Paris, le développement dans l'espace public de marchés informels pouvant rassembler jusqu'à plusieurs centaines de personnes soulève la question de l'institutionnalisation de l'informel dans une métropole européenne gouvernée par une municipalité socialiste. Cet article s'interroge sur les enjeux territoriaux et scalaires des controverses politiques autour de ces marchés informels. Il analyse la situation d'entre-deux dans le gouvernement des espaces publics ouverte par la défense d'un « droit à la ville » de ces vendeurs précaires et d'une gestion locale de ces marchés à travers la mobilisation des biffins, vendeurs d'articles de récupération, d'après un ancien nom des chiffonniers. Il s'agit de montrer comment les controverses autour des marchés informels aboutissent à une gestion au cas par cas et à la marge de cette économie de survie urbaine, qui révèle les limites de la promotion du local comme échelle de l'alternative.

La marginalité est une notion relationnelle, qui se définit en négatif par rapport à une norme dominante. La problématique de la marginalité sociale et de son traitement institutionnel, ainsi que des spatialités qui lui sont associées, sera ici appliquée au cas des biffins. Le terme de biffins désigne, d'après un ancien nom des chiffonniers, des vendeurs informels d'articles de récupération. Ils fréquentent des zones de vente informelle qui, à Paris, réunissent des personnes en situation de précarité faisant commerce d'articles de récupération et, dans une moindre mesure, d'articles neufs. Ces marchés, souvent qualifiés dans les médias de « marchés de la misère », font l'objet d'une controverse opposant les partisans d'une reconnaissance des biffins aux tenants de la répression des « marchés sauvages ». Leur construction en tant que problème public apparaît comme soumise aux contingences locales et débouche sur une gestion incrémentale et partielle, au cas par cas.ABSTRACT -Since the 1980s, the growing interest for the fringes of society went with an evolution of social policies. The notion of fringes is in itself relational, as it is defined by contrast to a dominant norm. The issue of social fringes and their institutional management, as well as their spatialities, will be applied here to the case of informal rag dealers in Paris, called biffins -the word refers to an old name for rag dealers. They trade on informal sale areas that bring together people in precarious situations selling second-hand items and, to a lesser extent, new items. These markets, often referred to in the media as "misery markets", are a matter of controversy, between people defending an acknowledgment of the biffins' activities and people reclaiming a harsher repression of what they call the "savage markets". Their construction as a public problem appears to be subject to local contingencies, leading to an incremental and partial management, on a case-by-case basis.
