Os sistemas de ensino superior estão se tornando maiores e mais complexos em toda parte, independentemente de suas origens, trajetórias e configurações. Sua expansão, deflagrada no final do século XX e ainda em curso na maioria dos países, 1 é fenômeno de grande magnitude e celeridade: em vinte anos , as matrículas dobraram, de 40 para 80 milhões. Em 2000, já havia 100 milhões de estudantes universitários que representavam 20% da população mundial em idade de cursar estudos pós-secundários. Deve-se ter em vista que no início do século XX não havia no mundo mais que 500 mil estudantes no ensino superior (Clancy et al., 2007). Nas últimas duas décadas, em especial, o aumento das matrículas de ensino superior foi maior em países de grandes dimensões demográficas nos quais o acesso a ele estava restrito a parcelas muito pequenas da população. Isso foi possível devido à ampliação gradual do atendimento, desde a segunda metade do século passado, dos níveis educacionais que antecedem o superior, como a quase universalização do fundamental e a ampliação do secundário. 2O contingente de estudantes no ensino superior hoje, além de maior, é muito mais heterogêneo em termos de idade, sexo, nível socioeconômico, cor, etnia, motivações, expectativas e projetos profissionais. Em muitos países, as mulheres já correspondem à metade ou mais das matrículas. No Brasil, representam 61% do total de matrículas (Inep, 2010). Pessoas mais velhas, pressionadas pelas exigências do mercado de trabalho ou em busca de realização pessoal, retomam os estudos pós-secundários: são trabalhadores-estudantes.

This article adopts an historical institutionalism perspective (Pierson, 2011; Pierson & Skocpol, 2002; Thelen, 2014). Its main goal is to understand the lasting dynamics and path dependency processes that constrain the impact of expanding access to higher education (HE) in changing the pattern of social inequalities in a given country. To do this, the article will explore two different aspects of the impact of education on social inclusion: the dynamics associated with production and distribution of portable skills and competences, and the dynamics associated with social stratification. The study follows the experience of Brazilian HE over the last 15 years. In this period, the country experienced a rapid expansion, coming from a total undergraduate enrolment of 2.7 million in 2000 up to nine million in 2016. Nevertheless, the design of this expansion assumed a very conservative pattern. Following a well-ingrained domestic pattern, most of this expansion was absorbed by the country’s huge demand-driven private sector, and into less than half a dozen very traditional types of bachelor programs. Thus, the article argues that by failing to diversify, and by preserving old institutional hierarchies, expanding access to HE in Brazil has rendered less impact than one would expect on the country’s social inequalities.

Resistivity and Hall effect are measured on GaTexSe1–x crystals (0 ≦ x ≦ 1) grown by the Bridgman‐Stockbarger method. These p‐type materials exhibit a discontinuity in electrical properties between x = 0·25 and 0·63. In this interval a strong variation of the resistivity and of the activation energy Ea of the acceptors is observed.

RESUMOO artigo trata da relação entre o setor público e o privado em cinco sistemas nacionais de ensino superior: Argentina, Brasil, Chile, Colômbia e México. Em cada país constatam-se dinâmicas muito específicas da relação público/privado em seus respectivos sistemas de ensino superior. Em contraste com o Brasil, onde a expansão do setor privado iniciou-se em meados dos anos 60 e retraiu-se ao longo da década de 80, nos demais países, o crescimento absoluto e relativo das matrículas no setor privado, além de mais recente, ainda não apresentou sinais de esgotamento. Diferenças de timing na expansão do setor privado nos cinco países suscitam questões relevantes sobre a oportunidade da abertura do ensino superior para o mercado e sobre a relação do Estado com os respectivos sistemas nacionais, temas, sem dúvida, centrais no debate contemporâ-neo sobre ensino superior na América Latina.ENSINO SUPERIOR AMÉRICA LATINA ENSINO PARTICULAR ENSINO PÚBLICO ABSTRACT THE PRIVATE SECTOR IN LATIN AMERICA: A COMPARATIVE ANALYSIS. The article treats the relationship between the public and private sectors in five national systems of higher education: Argentina, Brazil, Chile, Colombia and Mexico. In each country there are very specific dynamics in the public/private relationship and their respective higher education systems. In contrast with Brazil where the expansion of the private sector began the mid 60s and contracted during the 80s, in the other countries the absolute and relative growth of enrollments in the private sector, in addition to being more recent, still shows no signs of exhaustion. Differences in timing in the expansion of the private sector in the five countries invite relevant questions about the opportunity for opening up higher education to the market and about the relationship with the State with the respective national systems.
