RESUMOste trabalho apresenta uma reflexão sobre a implantação do "modelo" de Gestão de Pessoas por Competências (GPC) e os elementos dificultadores para sua institucionalização, em especial aqueles ligados à legislação. A abordagem da institucionalização é investigada tendo em vista o aumento de empresas que aderem de formas diferentes ao "modelo" no Brasil. Para tanto, realiza-se inicialmente uma revisão da literatura sobre a GPC, em seus aspectos conceituais; a Teoria da Institucionalização e de seus processos; a normatização das relações sociais e sua relação com a GPC. Tratase de uma pesquisa qualitativa e exploratória, baseada em entrevistas em profundidade com pesquisadores e atores que trabalham com o tema. Das entrevistas emergem categorias de análise para a comparação das diversas percepções. Os principais resultados apontam para os elementos dificultadores à implementação da GPC; para desmistificação da equiparação salarial e dos aspectos legais envolvidos; e para os espaços normativos mais adequados para institucionalização da GPC.ABSTRACT his paper presents some reflections on the deployment of Managing People by Competencies (MPC) and the elements that hamper its institutionalization, especially those related to legislation. The institutionalization approach is relevant to be in vestigated due to the increase of firms that adhere to different forms of the "competency model" in Brazil. To this end we started with an initial review of the literature on MPC, in its conceptual aspects, the Theory of Institutionalization and its processes, the standardization of social relations and its relationship with the MPC. This research is qualitative and exploratory, based on in-depth interviews with researchers and actors who work with the theme. The categories of analysis emerged from the interviews based on the comparison of different perceptions.
