COBIT 2019 (Gobierno, Control y Revisión de la Información y Tecnologías Relacionadas) presenta un ciclo de vida garantizando que los recursos de TI trabajen de modo holístico con relación a la institución sujeta a estudio. El presente trabajo de investigación se realizó con el objetivo de diseñar un Plan Estratégico aplicando la metodología COBIT 2019 en la Universidad Técnica Luis Vargas Torres de Esmeraldas (UTLVTE). La investigación fue de tipo descriptiva y aplicada, se inició el estudio con la identificación de las principales falencias por medio de la aplicación de la guía de diseño de COBIT 2019 a la gestión TI, partiendo de un instrumento de medición. Dentro de los resultados de la evaluación se evidenció como principales debilidades la gestión de aseguramiento, gestión del presupuesto y la deficiencia en la estabilidad de los servicios. La investigación permitió concluir en estrategias para la planificación del departamento TI, con la finalidad de ampliar el grado de madurez en el diseño y seguimiento de un plan de innovación, soporte y mantenimiento, para lograr una alta disponibilidad de servicios al usuario.
El propósito del presente trabajo tiene como objetivo el diseño de una arquitectura de clúster de altas prestaciones para el departamento de Tecnologías de la Información y la Comunicación (TIC) de la Pontificia Universidad Católica del Ecuador Sede Esmeraldas (PUCESE), el mismo que permitirá dar apoyo de altas prestaciones en aplicaciones o servicios que lo requieran. Con la tecnología clúster el departamento de TIC de la PUCESE podría mejorar la redundancia de datos en los servicios que se manejan, de esta manera se tendría la continuidad del negocio en caso de existir algún error en los sistemas actuales que se manejan para llevar a cabo el correcto respaldo de información. La presente investigación se enfoca en presentar un diseño de arquitectura de clúster para mejorar los procesos que se emplean en los servidores por medio de discos espejos para llevar a cabo una alta disponibilidad de los datos. Además, se emplea una solución técnica basada en la metodología de cascada para el diseño de los procesos de la creación del clúster. También, se detalla una descripción de los requerimientos de las configuraciones del sistema deseado para alcanzar un clúster de alta disponibilidad, luego se define el diseño y los detalles de hardware y software para esta posible implementación, del mismo modo, se establecen los tiempos y recurso para poner en marcha esta tecnología. Por ende, este estudio está estructurado de la siguiente manera: la introducción, artículos relacionados donde se detallan antecedentes de la investigación, luego se plasma el estado del arte donde se destacan los fundamentos teóricos relacionados con los aspectos conceptuales requeridos para este proyecto, por consiguiente se indica la metodología y herramientas utilizadas para el desarrollo del estudio basado en el diseño de una arquitectura de clúster para el departamento de TIC de la PUCESE, siguiendo de los resultados obtenidos luego del diseño del clúster, y finalmente las conclusiones y recomendaciones del estudio.
