a b s t r a c tAlien species can have major ecological and socioeconomic impacts in their novel ranges and so effective management actions are needed. However, management can be contentious and create conflicts, especially when stakeholders who benefit from alien species are different from those who incur costs. Such conflicts of interests mean that management strategies can often not be implemented. There is, therefore, increasing interest in engaging stakeholders affected by alien species or by their management. Through a facilitated workshop and consultation process including academics and managers working on a variety of organisms and in different areas (urban and rural) and ecosystems (terrestrial and aquatic), we developed a framework for engaging stakeholders in the management of alien species. The proposed framework for stakeholder engagement consists of 12 steps: (1) identify stakeholders; (2) select key stakeholders for engagement; (3) explore key stakeholders' perceptions and develop initial aims for management; (4) engage key stakeholders in the development of a draft management strategy; (5) reexplore key stakeholders' perceptions and revise the aims of the strategy; (6) co-design general aims, management objectives and time frames with key stakeholders; (7) co-design a management strategy; (8) facilitate stakeholders' ownership of the strategy and adapt as required; and (9) implement the strategy and monitor management actions to evaluate the need for additional or future actions. In case additional management is needed after these actions take place, some extra steps should be taken: (10) identify any new stakeholders, benefits, and costs; (11) monitor engagement; and (12) revise management strategy. Overall, we believe that our framework provides an effective approach to minimize the impact of conflicts created by alien species management.
The regulation and management of alien species can be contentious, particularly when the stakeholders who benefit from alien species are different from those who suffer the costs. We propose a consultative process involving relevant stakeholders in invasive species management decisions. The process involves (1) the identification of relevant stakeholders, (2) assessing their perceptions, (3) enhancing interaction between stakeholders, (4) assessing changes in stakeholders' perceptions following interactions with other stakeholders, and (5) developing management recommendations in collaboration with stakeholders. We demonstrate the application of the process using the family Cactaceae ('cacti') in South Africa. Many species of cacti have been introduced to the country over the past two centuries, mostly for horticulture, food and fodder, and hundreds of other species have been introduced in the past few decades (or are likely to be introduced soon) for horticulture. Using the proposed process enabled the negotiation and participation of all stakeholders in decision making and helped minimize contentious situations by clarifying stakeholder's beliefs and exploring consensus solutions. Consequently, management objectives were broadly supported by all stakeholders. These results will be included in a national cactus management strategy for South Africa.
The success of pro-active management of invasive plants depends on the ability to rapidly detect invasive populations and individuals. However, the factors important for detection depend on the spatial scale examined. We propose a protocol for developing risk maps at national, landscape, and local scales to improve detection rates of invasive plant species. We test this approach in the context of developing an eradication plan for the invasive tree Acacia stricta in South Africa. At a national scale we used bioclimatic models coupled with the most likely sites of introduction (i.e. forestry nursery plantations) to identify areas where national-scale surveillance should be focussed. At the landscape and local scales we correlated the presence of A. stricta populations to various attributes. Regional populations were found in forestry plantations only, and mostly on highly used graded roads along which seeds are spread by road maintenance vehicles. Locally, previously recorded plant localities accurately predicted individuals in subsequent surveys. Using these variables, we produced a map of high-risk areas that facilitated targeted searcheswhich reduced the required search effort by ca. 83 %-and developed recommendations for site-specific surveying. With the high visibility of plants, and relatively small seed banks, long-term annual clearing should achieve eradication. We propose that such multi-scale risk mapping is valuable for prioritising management and surveillance efforts, though caution that the approach is correlative and so it does not represent all the sites that can be invaded.
The evidence base for the benefits of urban nature for people and biodiversity is strong. However, cities are diverse and the social and environmental contexts of cities are likely to influence the observed effects of urban nature, and the application of evidence to differing contexts. To explore biases in the evidence base for the effects of urban nature, we text-matched city names in the abstracts and affiliations of 14 786 journal articles, from separate searches for articles on urban biodiversity, the health and wellbeing impacts of urban nature, and on urban ecosystem services. City names were found in 51% of article abstracts and 92% of affiliations. Most large cities were studied many times over, while only a small proportion of small cities were studied once or twice. Almost half the cities studied also had an author with an affiliation from that city. Most studies were from large developed cities, with relatively few studies from Africa and South America in particular. These biases mean the evidence base for the effects of urban nature on people and on biodiversity does not adequately represent the lived experience of the 41% of the world’s urban population who live in small cities, nor the residents of the many rapidly urbanising areas of the developing world. Care should be taken when extrapolating research findings from large global cities to smaller cities and cities in the developing world. Future research should encourage research design focussed on answering research questions rather than city selection by convenience, disentangle the role of city size from measures of urban intensity (such as population density or impervious surface cover), avoid gross urban-rural dualisms, and better contextualise existing research across social and environmental contexts.
Invasive alien species require co-ordinated strategic management if negative impacts are to be effectively avoided. Here we describe a strategy for the management of Parthenium hysterophorus L. (Asteraceae) in South Africa. P. hysterophorus is an annual herb native to tropical America, which has become invasive in over 30 countries. The strategy sets goals for (1) the prevention of spread to new areas; (2) local eradication of isolated populations; (3) containment in areas where eradication is not possible; and (4) actions to protect assets where containment is no longer an option. We developed both a national strategy to set policy and to monitor progress towards goals at a national level and an implementation plan to set goals and timeframes for their achievement at local levels. It is not clear, at this stage, whether or not the goals of the strategy are achievable because implementation will face many challenges arising from ecological features of the target plant, social and cultural practices that will influence management, inadequate levels of funding and multiple political considerations. Our strategy proposes regular assessment using high-level indicators, a practice that is widely recognised as essential but seldom implemented at a national scale. Because the outcomes are uncertain, it is vital that regular monitoring of outcomes should be instituted from the start, so that both appropriate adjustments can be made to the strategy and lessons for the implementation of similar strategies elsewhere can be derived.
