The interrelations and jurisdiction of the Althingi, the Icelandic Parliament, vis-a-vis the executive branch are often a matter of discussion. This paper reports on qualitative research on how Parliament Members and Ministers deal with the factors involved in the state’s authority to enact laws. The main conclusion is that Parliament can and do effectively exercise the right of rejection, at three levels; within the Prime Minister’s party, within the party/-ies that make up the coalition government, and with the opposition parties both before and in the parliamentary handling of any issue involved. Most of those interviewed considered themselves aware of the overwhelming authority invested in the Parliament as regards enactment of laws, and the research confirms this. Althingi could increase this with the full adoption of the Nordic model of negotiation democracy; this would also increase social quality in society. It could increase the performance of the system of governance as a whole in enactment of laws with changes in the allocation of projects (moved earlier in the process of handling an issue), which should not affect its authority in the matter. It can also strengthen its position as regards its agenda.
Samskipti og staða Alþingis gagnvart framkvaemdarvaldinu kemur oft til umraeðu. Hér er rannsakað með eigindlegum aðferðum hvernig þingmenn og ráðherrar upplifa aðstöðu þessara þátta ríkisvaldsins við lagasetningu. Fram kemur að Alþingis hefur virkt neitunarvald. Það er hjá mismörgum aðilum eftir fjölda ríkisstjórnarflokka; hjá þingflokki ráðherrans, samstarfsflokki/ samstarfsflokkum hans og hjá stjórnarandstöðunni. Allir beita þeir því valdi í einhverjum maeli eftir aðstaeðum baeði fyrir og í þinglegri meðferð mála.Flestir viðmaelendur telja sig meðvitaða um mikið vald Alþingis í lagasetningunni. Hér er skoðað hvernig íslenska ríkið stendur sig við vefþjónustu. Litið er til þeirra alþjóðlegu mælinga sem fyrir liggja og þær bornar saman við tölfræði alþjóðlegra gagnabanka og niðurstöður í doktorsrannsókn höfundar meðal almennings og starfsfólks ríkisstofnana frá árinu 2005. Í ljós kemur að staða Íslands í alþjóðlegum samanburði er bæði góð og slæm. Hið opinbera hefur ekki staðið sig við veitingu miðlægrar vefþjónustu og er meginskýringin sú að upplýsingavinnsla hefur ekki verið samþætt eins og gert er í öðrum ríkjum. Af því leiðir að hagkvæmni skortir og Ísland nær ekki viðunandi árangri á alþjóðlegum þroskamódelum. Staða ríkisstofnana á Íslandi er hins vegar góð samanborið við Danmörku og einsleitni mikil. Þrátt fyrir það er niðurstaðan sú að íslenska samfélagið, almenningur og stjórnvöld njóti ekki þess félagslega og hagræna ábata af upplýsingatækninni sem fjárfestingar ríkisstofnana gefa tilefni til. Því þarf að skoða hvernig koma má á samþættingu og samvinnu stofnana við vefútgáfu, m.a. með uppbyggingu miðlægra stofnana og gagnagrunna. Þá er íslenskum almenningi, sem notar netið mest allra þjóða, ekki mætt á þeim tæknilegu samnefnurum sem hann hefur gert að sínum með sama hætti og gert er í öðrum vestrænum ríkjum.
Fjallað er um stöðu rafraennar stjórnsýslu á Íslandi á grundvelli alþjóðlegra samanburðarmaelinga. Sérstaklega er skoðaður samanburður við önnur Norðurlönd. Greint er frá ólíkum aðferðum við stöðumat á rafraenni stjórnsýslu ríkja. Hugsanlegar skýringar á stöðu Íslands eru reifaðar. Niðurstöður maelinga sýna að Ísland er framarlega er lýtur að forsendum notkunar rafraennar stjórnsýslu sem endurspeglast m.a. í almennri netnotkun, háu menntunarstigi og nauðsynlegum fjarskiptainnviðum. Skv. alþjóðlegum maelingum er framboði ríkisins á rafraenni stjórnsýslu hins vegar ábótavant og því virðist ekki hafa tekist að nýta sér framangreindar forsendur til þess að baeta þjónustu sína. Fram kemur að samþaettingu upplýsinga og þjónustu er ábótavant og ekki hefur tekist að auka þátttöku borgaranna í opinberri ákvarðanatöku svo sem með notkun félagsmiðla. Vegna vaxandi krafna almennings um upplýsingaaðgengi og aðkomu að ákvarðanatöku getur þessi staða ýtt undir tortryggni almennings gagnvart stjórnvöldum. A Nordic comparison is performed. The methodology used in collection of international data are defined. Potential explanations for the current status and trajectories of e-government in Iceland are discussed. The findings indicate that all the necessary conditions for advanced e-government exist in Iceland, e.g. general internet use, a high education level and necessary telecommunicat ion structure. However, the results suggest that e-govern mental services are significantly deficient as is the coordination of information and services. The government has therefore not been able to use these preconditions to improve public service and citizen e-participation by using e.g. social media.
