The application of Public-Private Partnership (PPP) mode in transportation infrastructure construction has achieved more progress worldwide; now this mode has been adopted in highway projects of China from 2015. In the application of PPP mode, there are three main facts in China, which include whether the government is responsible for land acquisition and resettlement (LAR), the discount rate changes, and the replacement of business tax by value-added tax (VAT) in 2016. So this paper discusses Value for Money (VFM) quantitative assessment of highway projects under PPP mode in China, which considers currently three actual issues in China. A case study of Heda freeway in China has shown that (1) the government’s responsibility for LAR compensation may attract social capital investor and reduce the risk of social instability, (2) a reasonable range of a low discount rate can greatly reduce government expenditure, and (3) the replacement of business tax by VAT will increase the highway project company’s burden. The research results will be helpful for value of money assessment of highway projects under PPP mode in China and may offer the reference for other countries’ highway projects under PPP mode.
Frequent and serious traffic accidents have become a focal issue because they hinder the sustainable development of society. In China, roadside accidents account for 40% of fatalities resulting from traffic accidents. Roadside safety has become an important issue of traffic management departments worldwide, and performing research on roadside safety contributes to improving the level of road safety and reducing the number of traffic accidents and fatalities. By systematically sorting a large number of relevant studies, this paper analyzed the current development trends of roadside safety in terms of three aspects (i.e., the year of publication, the country of publication, and the source of publication) and then summarized the research status, existing gaps, and future development directions of roadside safety in terms of three aspects: the frequency of roadside accidents, the severity of roadside accidents, and the practice of roadside safety design. This paper reviewed the different prediction methods and evaluation models for the frequency and severity of roadside accidents. According to the number of times mentioned in the literature, the first five significant risk factors that cause frequent roadside accidents are small-radius curves, heavy traffic, objects adjacent to the lane (such as poles and trees), narrow lanes, and narrow shoulders, and the first five significant risk factors that cause fatal roadside accidents are driver age ≤25 or ≥65, alcohol, speeding, failure to use seat belts, and heavy trucks. Future research on the frequency and severity of roadside accidents should focus on quantitatively analyzing the probability of roadside accidents and occupant injury risk and developing methods for identifying roadside accident blackspots. For roadside safety design, roadside clear zones and safety slopes should be precisely quantified based on a cost-benefit analysis in future studies.
The reasonably and accurately prediction of tourism highway traffic demand of tourist attractions is a key issue in regional tourist planning and road network optimization. Based on the analysis of influence factors, this paper presented a method to calculate tourist highway traffic demand of tourist attractions through the number of visiting tourism of the tourist attraction. Then we compared the predicted value with the actual survey value, and a case study of Xingkai Lake had been analyzed and attempted to validate the establishment model. The presented tourist highway traffic demand model can provide a reference for regional tourist planning and road network optimization.
It is great significance to improve green transportation standards system for promoting the construction of ecological civilization and the sustainable development of recycling and low carbon of transportation. This paper summarizes the status of green transportation standards system and the progress of standard publication and revision. According to the key areas and links of green transportation development, the development trends of green transportation and the requirement of green transportation standards were analysed, and policy recommendations for improving the construction of green transportation standards system was proposed. The paper is trying to provide decisive support for the industry to promote the development of green transportation standardization.
