Dış ticarette serbestleşme hareketleriyle birlikte ülkeler, cari dengelerinde açık verme riski ile daha sık karşılaşır hale gelmişlerdir. Özellikle gelişmekte olan ülkelerde sıklıkla karşılaşılan cari dengede açık verme problemi ciddi ekonomik sorunlara neden olabilmekte ve bu ülkeler riskleri azaltma noktasında çevresel konulara yeterli ilgiyi göstermeyebilmektedir. Dolayısıyla çevresel bozulmayı artırıcı ekonomik faaliyetlere de yönelmeleri mümkün olabilmektedir. Çalışmada gelişmiş ve gelişmekte olan ülkelerde cari açıkların çevresel kirlenmeyi etkileyip etkilemediği araştırılmıştır. Bu amaçla 91 ülkenin 1990-2014 dönemi veri setini içeren Panel regresyon yöntemi kullanılmıştır. Veri setinin gelişmiş ve gelişmekte olan ülkeler olarak ayrıldığı analizden iki önemli bulgu elde edilmiştir. İlk bulgu, Çevresel Kuznets eğrisinin öngörüsünün doğrulanmış olmasıdır. İkincisi ise gelişmekte olan ülkelerde dış ticaret dengesi ile karbon salınımı arasında anlamlı negatif bir ilişki tespit edilmesidir.
ÖZTicari dışa açıklık olarak bilinen ve dış ticaret hacminin genişlemesi ile ülkelere belirli avantajlar sağlayan uluslararası ticaret kavramı, küreselleşmenin bir sonucu olarak, küresel rekabeti de beraberinde getirmiştir. Özellikle gelişmekte olan ülke (GOÜ)'ler, gelişmiş ülke (GÜ)'lerin gelir seviyelerine ulaşabilmek için, kirlilik yaratan üretim yapılarını daha çok tercih etmektedir. Ancak kirli endüstrileri tercih eden firmalar, yüksek gelir seviyelerine ulaşabilmek uğruna sosyal maliyeti yüksek üretim yapılarına dönüşmüştür. Çalışmada gelişmekte olan bir ülke olarak ele alınan Türkiye örneği için, dışa açıklık kavramının çevresel kirlilik ile ilişkisinin yönü ve derecesi incelenmiştir. Bu amaçla 1980-2016 yılları arasındaki veri setini içeren zaman serisi analizinde ARDL modeli kullanılmıştır. Çalışmadan elde edilen sonuçlara göre Çevresel Kuznets Eğrisi ile ifade edilen Ters U biçimindeki fonksiyonun genel özelliklerini taşıyan Türkiye örneği için, dışa açıklık kavramı çevre üzerinde olumsuz etki yaratma sürecine devam etmektedir. ABSTRACTThe concept of international trade, which is known as the trade openness and also which offers certain advantages to the countries with the expansion of the foreign trade volume, has brought along global competition as a result of globalization. Especially developing countries prefer the polluting production structures in order to reach the income levels of developed countries. However, companies that prefer dirty industries, had abuse production structures which include of social costs, for the purpose of reach high income levels. The Case of Turkey is taken as an example for developing countries in this study. The direction and degree of relationship between openness and the environmental pollution concepts was examined. For this purpose, ARDL model was used in the time series analysis including the data set between 1980 and 2016. According to the results, Turkey has the general characteristics of the Inverse U-shaped function, known as the Environmental Kuznets Curve but The concept of openness, continues to create a negative impact on the environment.
