Cities around the world increasingly recognize the need to build on their resilience to deal with the converging forces of urbanization and climate change. Given the significance of critical infrastructure for maintaining quality of life in cities, improving their resilience is of high importance to planners and policy makers. The main purpose of this study is to spatially analyze the resilience of water, electricity, and gas critical infrastructure networks in Ahvaz, a major Iranian city that has been hit by various disastrous events over the past few years. Towards this goal, we first conducted a two-round Delphi survey to identify criteria that can be used for determining resilience of critical infrastructure networks across different parts of the city. The selected criteria that were used for spatial analysis are related to the physical texture, the design pattern, and the scale of service provision of the critical infrastructure networks. Results showed that, overall, critical infrastructure networks in Ahvaz do not perform well against the measurement criteria. This is specially the case in Regions 1, 2, 4, and 6, which are characterized by issues such as old and centralized infrastructure networks and high levels of population density. The study highlights the need to make improvements in terms of the robustness, redundancy, and flexibility of the critical infrastructure networks in the city.
The COVID-19 pandemic is the most difficult challenge that has affected humanity in recent decades. It has disrupted many features of development with domino effects in the social sphere. This study reviews the literature on the social effects of the COVID-19 pandemic and identifies the affected social areas that have undergone dramatic changes during the pandemic. We use inductive content analysis and thematic analysis to review the literature. The results show that there are seven major areas that have been negatively affected by the COVID-19 pandemic: health, social vulnerability, education, social capital, social relationships, social mobility, and social welfare. The literature has reported dramatic psychological and emotional effects, exacerbation of segregation and poverty, disruption in educational systems and formation of an information gap, as well as a declining trends of social capital among communities. We highlight some lessons that can be learned from the pandemic to enhance social resilience in future. Among others, to effectively respond to the pandemic and other potential future adverse events, governments should adopt fair policies, identify the required changes in the socially affected contexts and take necessary responsive actions, and adopt collaboratively designed approaches to increase social resilience.
Social resilience is an essential need for societies faced with adverse events such as pandemics. The recent COVID-19 outbreak has affected many communities around the globe. In fact, in addition to unprecedented mortality and infection rates, it has also caused major anxieties and social problems. Iran has been one of the hardest-hit countries and is among those that have experienced multiple waves of the outbreak. In this study, we try to identify major factors that can contribute to urban social resilience during the COVID-19 pandemic in Urmia, a major city located in Northwestern Iran. Data for the study were collected via a field visit and a semi-structured interview survey involving 194 participants. Findings show that several factors related to the following three themes play a significant role in promoting social resilience: (1) participative and supportive governance, (2) resource accessibility, and (3) citizen participation and lawfulness. Results can inform local authorities in Urmia and other contexts to deal with COVID-19 and similar pandemics.
