Dünyada hemen her alanda yaşanan hızlı ve kapsamlı değişimlerin evrendeki doğal dengenin bozulmasına ve kalıcı tahribatlara yol açtığı bilinmektedir. Özellikle yeryüzündeki canlı yaşamı tehdit eden çevresel baskıların artması, gezegenimizin geleceğine dair derin endişelere kaynaklık etmektedir. Bu durum, gelecek nesillere
yaşanabilir bir dünya bırakabilmek için gezegenimizi tehdit eden çevresel sorunlara çözüm üretilmesi çabalarını yoğunlaştırmakta, uluslararası gündemin temel
maddelerinden birini bu çabalar oluşturmaktadır. 2015 yılında gerçekleştirilen ve “Dünyamızı Dönüştürmek: Birleşmiş Milletler 2030 Sürdürülebilir Kalkınma Gündemi”nin (Gündem 2030’un) kabul edildiği Birleşmiş Milletler (BM) Sürdürülebilir Kalkınma Zirvesi, çevrenin korunması ve sürdürülebilirliğin sağlanması çabalarına en
kapsamlı ve yaygın kabul gören stratejik bir eylem çerçevesi sunması açısından önemli bir dönüm noktası olmuştur.
Bir paradigma değişimi ve teknolojik devrim olarak nitelenen dijital dönüşüm, birçok alanda olduğu gibi denetimde de köklü bir değişimi kaçınılmaz kılmakta ve önemli fırsatlar sunmaktadır. Denetim metodolojisinin, yaklaşımlarının, standartlarının yeniden şekillenmesini gerektiren dijital dönüşüm, denetime tabi kurumların da yönetim ve bilgi sistemlerini, iş yapma yöntemlerini ve üretimden iletişime kadar tüm süreçlerini büyük ölçüde etkileyecektir. Dolayısıyla denetimin geleneksel teknoloji, yapı ve süreçler üzerinden yürütülmesi ve mali tablolara güvence vermek gibi klasik amaçlarla yetinmesi mümkün olmayacaktır. Yeni dijital teknolojilerle daha hızlı, verimli ve etkin yürütülecek denetimlerin kurumlara kattığı değer ve bunun da ötesinde ulusal yönetişim kapasitesine ve mali ve ekonomik istikrara katkısı önemli ölçüde artacaktır. Bu çalışma, yeni dijital teknolojilerin denetimi ne ölçüde dönüştürebileceğini mevcut literatür üzerinden analiz ederek, denetim kurumlarının daha yüksek katma değer üretme koşullarını ve dijital çözümler üzerine kurulu geleceğin dünyasında denetimin rolünü değerlendirmeyi amaçlamaktadır.
