The commercialization os and deveIopment inventions is necessary for the US to enhance its industria] competitive position. ProbIems in technoIogy transferImproved utilization of federal technology by private enterprises in the US and by universities and state and local governments as intermediaries in the technology-transfer and commercialization process has become an essential element in the plans to improve the US position in international economic competition. American technology represents an underutilized resource that can be harnessed to improve the productivity and innovativeness of industry if effective relationships are developed between technology sources and potential users. A sophisticated system of technology-development and -transfer entities in government agencies, not-for-profit organizations, and universities has created an infrastructure in most regions and states that provides assistance to individuals and firms who are seeking technical and business assistance. However, most of the elements in this system have evolved within the last few years and the ultimate impact will not be evident for a while.There is a variety of programs underway. Many federal laboratories are creating new incentives for technical innovation by their employees and establishing technology-maturation programs to move proprietary technologies closer to the stage in which adoption is more readily performed. In addition to adding value to a proprietary intellectual-property position, commercial packaging of technology through cooperation with business schools, incubators, and other intermediaries is being actively pursued by many government agencies and laboratories. In this rapidly evolving environment of technology transfer, many new and exciting opportunities exist for the development of new technology-push mechanisms.As the environment for technology transfer becomes more facilitative, new transfer modes will demand the application of new management technologies. The identification of novel applications of technology requires the creative synthesis of technological advances and industrial problems and opportunities. Expensive travel and face-to-face meetings of experts from technology sources and potential industrial users must be supplemented with cost-effective interaction such as computer-assisted communication and problem-solving. The processes of source/user interaction can be improved using new information-technology approaches. These approaches build upon the idea that information systems have to support the organizational mission. In the technology-transfer and commercialization arena, the availability of information and its dissemination to the right party within a reasonable time-frame is paramount for the success of the endeavors.
