The bulk flows and magnetic-field fluctuations of the plasma sheet are investigated using single-point measurements from the ISEE-2 Fast Plasma Experiment and fluxgate magnetometer. Ten several-hour-long intervals of continuous data (with 3 s and 12 s time resolution) are analysed. The plasma-sheet flow appears to be strongly ‘turbulent’ (i.e. the flow is dominated by fluctuations that are unpredictable, with rms velocities[Gt ]mean velocities and with field fluctuations≈mean fields). The flow velocities are typically sub-Alfvénic. The flow-velocity probability distribution P(v) is constructed, and is found to be well fitted by exponential functions. Autocorrelation functions [Ascr ](τ) are constructed, and the autocorrelation times τcorr for the flow velocities are found to be about 2 min. From the flow measurements, an estimate of the mixing length in the plasma sheet is produced, yielding Lmix≈2 Earth radii; correspondingly, the plasma-sheet material appears to be well mixed in density and temperature. An eddy viscosity for the plasma sheet is also estimated. Power spectra, which are constructed from the v(t) and B(t) time series, have portions that are power laws with spectral indices that are near the range of those expected for turbulence theories. The plasma sheet may provide a laboratory for the study of turbulence in parameter regimes different from that of solar-wind turbulence: the plasma sheet is a β[Gt ]1, hot-ion plasma, and the turbulence may be strongly driven rather than well developed. The turbulent nature of the flow and the disordered nature of the magnetic field have implications for the transport of plasma-sheet material, for the penetration of the solar-wind electric field into the plasma sheet, and for the calculation of particle orbits in the magnetotail.

The Radiation Belt Storm Probes (RBSP)-Energetic Particle, Composition, and Thermal Plasma (ECT) suite contains an innovative complement of particle instruments to ensure the highest quality measurements ever made in the inner magnetosphere and radiation belts. The coordinated RBSP-ECT particle measurements, analyzed in combination with fields and waves observations and state-of-the-art theory and modeling, are necessary for understanding the acceleration, global distribution, and variability of radiation belt elec-

The HOPE mass spectrometer of the Radiation Belt Storm Probes (RBSP) mission (renamed the Van Allen Probes) is designed to measure the in situ plasma ion and electron fluxes over 4π sr at each RBSP spacecraft within the terrestrial radiation belts. The scientific goal is to understand the underlying physical processes that govern the radiation belt structure and dynamics. Spectral measurements for both ions and electrons are acquired over 1 eV to 50 keV in 36 log-spaced steps at an energy resolution E FWHM /E ≈ 15 %. The dominant ion species (H + , He + , and O + ) of the magnetosphere are identified using foil-based time-of-flight (TOF) mass spectrometry with channel electron multiplier (CEM) detectors. Angular measurements are derived using five polar pixels coplanar with the spacecraft spin axis, and up to 16 azimuthal bins are acquired for each polar pixel over time as the spacecraft spins. Ion and electron measurements are acquired on alternate spacecraft spins. HOPE incorporates several new methods to minimize and monitor the background induced by penetrating particles in the harsh environment of the radiation belts. The absolute efficiencies of detection are continuously monitored, enabling precise, quantitative measurements of electron and ion fluxes and ion species abundances throughout the mission. We describe the engineering approaches for plasma measurements in the radiation belts and present summaries of HOPE measurement strategy and performance.

Excitation mechanisms of highly oblique, quasi‐electrostatic lower band chorus waves are investigated using Van Allen Probes observations near the equator of the Earth's magnetosphere. Linear growth rates are evaluated based on in situ, measured electron velocity distributions and plasma conditions and compared with simultaneously observed wave frequency spectra and wave normal angles. Accordingly, two distinct excitation mechanisms of highly oblique lower band chorus have been clearly identified for the first time. The first mechanism relies on cyclotron resonance with electrons possessing both a realistic temperature anisotropy at keV energies and a plateau at 100–500 eV in the parallel velocity distribution. The second mechanism corresponds to Landau resonance with a 100–500 eV beam. In both cases, a small low‐energy beam‐like component is necessary for suppressing an otherwise dominating Landau damping. Our new findings suggest that small variations in the electron distribution could have important impacts on energetic electron dynamics.

Abstract. Energetic neutral atom (ENA) imaging is a powerful technique, which can remotely probe the properties of distant hot plasmas. Hot plasmas are abundant at the heliospheric boundary, the region where the expanding solar wind meets the surrounding local interstellar cloud. Here we present a new concept for imaging this boundary in ENA fluxes. Heliospheric ENAs are born from charge exchange between energetic protons and the background interstellar atomic hydrogen gas. The technique is ideal for studying the asymmetric threedimensional heliospheric interface region remotely, from 1 AU. We show that ENA imaging in the 0.2-6 keV energy range will establish the nature of the telTnination shock and properties of hot proton populations in the heliosheath. We also examine how the evolution of pickup proton populations at and beyond the shock can be explored. Global heliosphere ENA images will distinguish among the competing models of the interaction between the Sun and the local interstellar medium, and they will reveal the physics of important processes in the interface region. Heliospheric ENA fluxes are exceptionally weak, which makes imaging implementation difficult. Nonetheless, we show how single-pixel ENA sensors can image the heliosphere from a spicming spacecraft on a typical mission near 1 AU. The required instrumentation is briefly discussed.
