Studying and analyzing the world’s promising areas of technological development of the armament and military equipment (AME) field is an urgent task of ensuring comprehensive long-term planning for the development of military equipment, organizing scientific research, strategic planning for the development of the national armed forces and ensuring the national security of the state. The method of determination of perspective directions of technological development of the field of armaments and military equipment on the basis of patent analysis is presented in the work. Patents play an important role in building entrepreneurial strategies and protecting intellectual property (IP) rights in technology companies. Using patent information can reduce R&D time by 60% and reduce their cost by 40%. The Patent Landscape Report provides a snapshot of the patent situation in a particular technology or company, in a particular region, country or globally. Using this methodology and Derwent Innovation database, which contains information on more than 116 million patents from 52 world patent bases, a patent landscape was built on the basis of the International Patent Classification (IPC) and the world technological trends of the research area, including both military technology and dual-use technologies. The article presents the most promising areas of technological development of a military nature, which include aerospace, information and communication technologies, technologies for communication and image transmission systems, vehicle traffic control systems, smart, intelligent, high-energy hypersonic weapons, ammunition with several warheads, and individual security systems, etc. Ukraine’s place in this process, unused reserves and threats are shown. The conclusion is drawn about the formation of science. Intellectual property analytical materials were provided, and definition was given.
The Law of Ukraine “On priority areas of innovation in Ukraine” expires in 2021. Therefore, the question of identifying new innovative priorities has been arosen. Transport and transport infrastructure represent an important part of GDP and jobs, the transformation of the transport sector provides huge business opportunities, and transportation services are necessary for the well-being and quality of life of citizens and the competitiveness of the Ukrainian economy. Transport infrastructure is a key element of the many United Nations sustainable development goals. Given all the above and the fact that the demand for transport services will constantly grow due to population growth, increased volumes of production and consumption of goods, transport has great chances to be included in the new list of priority areas of scientific and technological development in Ukraine. Therefore, the analysis of the technological development of this sphere is an urgent task of clarifying the future priorities of innovation in the field of transport in Ukraine. In the work the methodology of scientific and technological forecasting has been developed using the patent landscape and intellectual property analytics and on the basis of forecasting and analytical studies. Using this methodology and the Web of Science, Derwent Innovation and PatSnap and the International Patent Classification (IPC) databases, a patent landscape was built and world technological trends of the field under study were determined, in particular, digitalization, electrification, general mobility, autonomy, decarbonization, as well as the need for a new city planning. It is concluded that patent analysis, patent landscape and patent analytics make it possible to develop a forecast of technological changes, in particular for the transport, and the use of two patent databases increases the accuracy of the forecast. The results of the work make it possible to determine the scientific and technological priority areas for the transport system, and for business and innovation politic to respond in time to changes in development directions and conditions for the functioning of transport, take them into account when developing a transport strategy and get potential benefits and minimize the negative consequences of the events encountered and transport will collide.
Ukraine’s healthcare system faces unprecedented national security challenges in the third wave of the COVID-19 pandemic. A particularly acute issue is countering counterfeit pharmaceuticals, preventing drug shortages, joining efforts of the authorities and national manufacturers of drugs and medicines. According to the UN in Ukraine more than 60% of the population lives below the poverty line. Timely response to these challenges and taking preventive measures will save lives, minimize the volume and consequences of the pandemic. The work provides an economic and legal analysis, trends, risks and threats to the national security of the state and health protection during a pandemic, in order to protect intellectual property rights, adequate coordination of actions at the national and international levels. Based on the analysis of studies by the OECD, the EU Intellectual Property Office (EUIPO) and Europol shows the impact of counterfeiting on business and the economy, the criminal landscape in the EU. The basics of the anti-counterfeiting management, measures to implement a standard anti-counterfeiting strategy are proposed.
