Esta versão atualiza praticamente toda a informação empírica que ampara a argumentação e incorpora outras não disponíveis anteriormente; nela também se recuperam várias contribuições recentes na literatura sobre o tema. O título glosa o de um artigo de Carlos de Mattos (1989): "¿La descentralización, una nueva panacea para América Latina?"
El presente documento pretende recuperar algunas reflexiones producidas por los “analistas simbólicos” acerca de determinados aspectos de las dinámicas establecidas para atender los desafíos educativos de las reformas educativas actuales en América Latina. En la primera parte del documento se caracteriza el escenario educativo contemporáneo como de resurgimiento de las reformas educativas. En la segunda, se especifica un aspecto común a los contextos en que dichas reformas tienen lugar: la pretensión de reformar al Estado. En el tercer apartado se presentan algunos de los elementos obstaculizadores y facilitadores de las reformas educativas, organizados como “tensiones”, desde la perspectiva de los “intelectuales reformadores”. Finalmente, se presentan algunas conclusiones respecto de las culturas en pugna detrás de las tensiones que se manifiestan en los procesos de gestión de las reformas educativas.
