El artículo discute críticamente el proceso de institucionalización de la educación intercultural bilingüe (EIB) en Chile. Describe y reflexiona sobre su dinámica en el Ministerio de Educación: la conceptualiza y hace un recorrido legal, histórico e institucional del programa de EIB (PEIB) del Ministerio desde la década de los noventa a la fecha. Sustenta que se requiere aún más investigación, pues existe información escasa sobre sus impactos reales en las instituciones estatales, la participación social, los movimientos indígenas, la propia educación intercultural en su aplicación pedagógica, así como sobre los aportes de instituciones del Estado, la academia y la sociedad civil e indígena.
RESUMEN:La infancia indígena y en ella la indígena mapuche es casi invisible en la literatura especializada de educación intercultural bilingüe y en general de la educación. Una revisión de textos de autores mapuche y viajeros no mapuche antiguos y de historiadores y educadores actuales, dan pistas y pautas para describir y entender la infancia y adolescencia mapuche actual. Este pueblo originario se localiza en campos y ciudades de Chile y especialmente en el sur del país, en la Región de La Araucanía. El artículo recoge el testimonio de sabios mapuche y viajeros extranjeros que narran sus visiones sobre la niñez mapuche de su época. Se hace, además, una revisión de algunos estudios actuales referidos al tema. El artículo presenta y reflexiona sobre estas visiones como contribución a una mejor comprensión de los niños, niñas y jóvenes mapuche que participan del proceso pedagógico de la educación intercultural bilingüe. RESUMEN: Hace 50 años Paulo Freire escribió “La Pedagogía del Oprimido”. Realiza, desde su posición histórica del momento, una lectura dialéctica de una contradicción fundamental de la sociedad y la educación: entre opresores y oprimidos, debiendo la educación posicionarse al lado de estos, contribuyendo a la concientización como superación entre denuncia de un mundo injusto y anuncio de un mundo nuevo. Aquí se re-lee dicho libro desde la investigación en sala de clases realizada por profesores co-investigadores junto a los estudiantes. Una investigación realizada en Chile sobre un proceso investigativo en escuelas, liceos y centros de educación de jóvenes y adultos, analiza opiniones en entrevistas, conversatorios y reuniones de docentes que aplican la metodología, debatiendo una cuestión central: a 50 años de la propuesta de Freire ¿la investigación en sala de clases, según profesores que la desarrollan, puede entenderse como una posibilidad de pedagogía liberadora de los oprimidos?
El artículo propone un nuevo paradigma educacional que reúne en una misma concepción, organizadora y pedagógica, la teoría y práctica del que hacer docente y de la formación de niños, jóvenes y adultos, respecto al mundo en que vivimos: la educación ambiental intercultural, que emerge de la integración de lo que hoy se vive como separado, la educación ambiental y la educación intercultural bilingüe. La propuesta se construye desde los aprendizajes de un programa gubernamental en Chile, región de La Araucanía, entre 2004 y 2007: Programa Araucanía Tierra Viva.
