ResumoNo presente artigo realizou-se uma análise integrada da bacia hidrográfica do rio Atibaia. Foi feito diagnóstico ambiental da área de estudo. Aplicou-se a metodologia desenvolvida pela Organisation for Economic Co-Operation and Development, em 2003, associada àquela aprimorada por Tricart e adaptada por Ross (1994). Foram selecionados 33 indicadores ambientais que permitiram as representações física e espacial da bacia e subsidiaram a elaboração de cenários. Foram elaborados três deles para a bacia hidrográfica do rio Atibaia, denominados tendencial, manejo e conservação. Avaliaram-se as potencialidades e fragilidades da bacia, o que gerou resultados que permitiram nortear a gestão adequada dos recursos hídricos e a conservação ambiental. Conclui-se que, no cenário conservação, foram observadas as melhores condições para ocorrer a restauração da qualidade ambiental da bacia.Palavras-chave: planejamento ambiental; recursos hídricos; bacia hidrográfica. AbstractThis paper presents an integrated analysis of the Atibaia river basin. An environmental diagnosis was performed in the study area. It was applied the methodology developed by the Organisation for Economic Co-Operation and Development, in 2003, coupled to that done by Tricart and adapted by Ross (1994). We selected 33 environmental indicators which allowed physical and spatial representations of the basin and supported the development of scenarios. Three of them were developed for the Atibaia river basin, called trend, management, and conservation. We evaluated the strengths and weaknesses of the basin, which generated results that allowed to manage water resources and environmental conservation. The main conclusion is that, in the conservationscenario, best conditions to restore the environmental quality of the basin were observed. Water is related to the survival of organisms and to the development of human beings. Due to the complexity of ecosystems, the comprehension of the territory through environmental diagnosis is necessary. This approach is the first step to making environmental planning able to sustain the integrated analysis on the scope of river basins study and management. This paper provides a theoretical analysis of the role of green areas in the basin and urban context. Also, three prospective scenarios of forest best management practices for the Atibaia River Basin, Sao Paulo there were elaborated. Soil stability and water resources aspects were considered in order to combine the management of water resources and environmental conservation. The scenarios elaborated were Tendency Scenario, Management Scenario and Conservation Scenario. The best results were achieved through the Conservation Scenario, where ecological restoration, water resources protection and the improvement of the population's life quality were highlighted.
Abstract. In this paper it is done the environmental diagnosis of the Atibaia river watershed. Were generated maps in a GIS environment for themes like the main types of soils, the altitude and declivity, water resources situation, land-use, protected areas, the potential fragility and the environmental fragility in the basin. The results show that, though the area is not fully urbanized (11,97%) and there are a relatively high number of areas covered by forest (27,54%), it can be said that the watershed is under a process of environmental degradation. During the diagnosis, were identified 1.128,86 km 2 of the total area that has potential fragility graded from strong to very strong, while 447,64 km 2 has environmental fragility in the same grades. This numbers, allied to the other informations achieved, suggest that the first measures of restoration of degraded land in the watershed need to be focused in the recompostion of vegetation of the Permanent Preservation Areas and the reduction of the instability of areas with strong to very strong environmental fragility, through afforestation.Palavras-chave: ecodinâmica, fragilidade ambiental, qualidade ambiental, SIG. IntroduçãoNos últimos anos, têm sido observados efeitos adversos na paisagem de grande parte das cidades brasileiras, como conseqüência da ocupação humana desordenada. Tais efeitos são diretamente influenciados por fatores como a especulação imobiliária, o crescimento populacional e o desenvolvimento de atividades econômicas, que acabam por favorecer a expansão da mancha urbana e aumentam a intervenção antrópica em ambientes naturais. Essa interferência promove alterações que podem ocasionar danos ambientas de grande magnitude. Nesses casos, deve-se adotar uma abordagem diferenciada, para que sejam corretamente compreendidas as dinâmicas dos ecossistemas e para que ações de planejamento sejam direcionadas (Santos et al., 2007).Ganzeli (1995) relaciona o desenvolvimento dos municípios à atração de atividades altamente degradantes dos recursos hídricos. A exploração intensa e desordenada ocasiona problemas como conurbação, multiplicação das cidades-dormitório, falta de saneamento e poluição dos corpos d'água, comprometendo o abastecimento das cidades.Como resultado dessas intervenções, observa-se impactos significativos no ecossistema local, que têm na bacia hidrográfica sua delimitação geográfica (Tundisi, 2003; CNRBMA & SOS-MA, 2003;Coelho et al., 2005).
